Ninh Binh: Banning the sea from 6am on October 5

The dispatch stated: According to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on October 4, the center of the storm was located at about 18.5 degrees North latitude; 114.8 degrees East longitude, in the North East Sea, about 440km East Southeast of Hainan Island (China). The strongest wind near the center of the storm was level 12 (118-133km/h), gusting to level 15. The storm moved in a West Northwest direction at a speed of about 25km/h.

To proactively respond to storms, ensure absolute safety for people, and limit damage to people's and State's property, the Chairman of the Provincial People's Committee requests:

The People's Committees of communes and wards organize regular and continuous monitoring and updating to proactively and promptly direct the implementation of measures to respond to storm No. 11 in line with the situation with the most drastic spirit, proactively responding at the highest level, not being passive or surprised in any situation. Review and proactively evacuate people from dangerous areas, especially river mouths, coastal areas, mountainous areas at risk of landslides, weak houses, old apartment buildings in urban areas before the storm makes landfall, ensuring absolute safety of life, limiting damage to people's and State's property when natural disasters occur.

Coastal communes coordinate with border guards and fisheries surveillance forces to ban the sea from 6:00 a.m. on October 5, 2025; continue to notify owners of ships and boats operating at sea and coastal areas to find safe anchorages and shelters; evacuate people in cages, watchtowers for aquaculture along the coast and at sea and organize the arrangement of ships and boats at anchorages to ensure safety before 5:00 p.m. on October 5, 2025. Announce the temporary suspension of operations of cross-river and longitudinal ferry routes in the area from 5:00 p.m. on October 5, 2025 until the storm dissipates.

The Department of Agriculture and Environment coordinates with the Provincial Hydrometeorological Station to update forecasts, provide complete and accurate information on the developments and impacts of storms, floods, and timely warnings so that competent authorities and people know and proactively deploy appropriate and effective response work. Closely monitor the situation, regularly update and notify dangerous areas at sea; direct units to coordinate with competent forces and coastal communes in ensuring safety for ships and boats at anchorages. Organize 24/24 duty according to regulations, urge sectors and localities to deploy storm response work in accordance with the actual situation; promptly report and propose to the Provincial Civil Defense Command and the Chairman of the Provincial People's Committee to direct issues beyond their authority.

The Provincial Military Command and the Provincial Police direct the implementation of work to ensure safety for military and police forces, vehicles, and equipment; proactively review plans, arrange forces and vehicles, and be ready to support evacuation and relocation of residents, respond to storms, and conduct rescue operations as requested by the locality.

Departments, branches and sectors, according to their functions, tasks and authority, proactively direct and urge the implementation of effective measures to respond to storms to protect forces, vehicles, equipment and facilities under their management.

Organize a 24/7 on-duty team to monitor natural disaster situations and organize response measures; regularly report to the Provincial Civil Defense Command (through the Department of Agriculture and Environment).
