Old age, poor health, often sick, Mrs. Vu Thi Hanh in La Dong village, Quynh An commune has been a poor household for many years. Mrs. Hanh confided: Over the years, my family has always received attention and support from the Party Committee, government, and local organizations; and enjoyed preferential policies for poor households. This support has contributed to helping my family's life become less difficult. On this occasion, I was very happy to receive rice support from the province. This is an encouragement for my family to strive to improve in life.
The family situation of Mrs. Do Thi Tu in Duong Phu village, Luong Bang commune makes many people feel sorry. The couple works hard day and night to take care of more than one sao of rice field. However, due to poor health, her family's life still faces many difficulties. Mrs. Tu shared: Through many different forms, every year, my family receives the attention and sharing of authorities at all levels, associations and unions. Recently, my family also received support for a flock of chickens to make a living. Then, we received rice support on the occasion of the arrangement of administrative units at all levels. Along with Mrs. Tu's family, on this occasion, Luong Bang commune also had 41 poor households receiving rice support on the occasion of the reorganization of administrative units at all levels. Comrade Doan Thi Thanh Minh, Standing Deputy Secretary of the Party Committee of Luong Bang commune, said: Luong Bang commune has organized the delivery of rice to poor households to ensure the right beneficiaries and in a timely manner. The Resolution of the Congress of Delegates of the Party Committee of Luong Bang commune for the 2025 - 2030 term sets the goal: By 2030, the commune will have no more poor households. To realize this goal, in the coming time, the commune will identify solutions that need to be focused on, such as: Regularly reviewing and clarifying the causes of poverty of each household and group of households, thereby having appropriate and effective solutions to support poverty reduction. For those in poor households who are still able to work, the commune will mobilize resources to support livelihoods; organize vocational training and introduce jobs for workers at enterprises in the commune. At the same time, the commune continues to call on organizations, individuals, businesses, and philanthropists to mobilize all resources to synchronously, promptly, and effectively implement programs, projects, and poverty reduction policies...
Implementing the direction of the Provincial Party Committee Standing Committee in Notice No. 05-TB/TU dated July 7, 2025 on rice support for poor households on the occasion of the establishment of the new province, the Standing Committee of the Provincial Vietnam Fatherland Front Committee was assigned to allocate the provincial "For the Poor" fund to support rice for 12,139 poor households in the whole province with a support level of 10kg of rice/poor household. The total implementation cost is over 3 billion VND. The Vietnam Fatherland Front at all levels in the province coordinates with the authorities, functional branches, and member organizations to grasp the number of poor households; ensure timely, thoughtful, practical, and targeted support; avoid duplication or omission of beneficiaries...
Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee affirmed: The rice support for poor households on the occasion of the 2025 administrative unit rearrangement shows the concern of the Provincial Party Committee, People's Council, People's Committee, Provincial Vietnam Fatherland Front Committee and Party committees and authorities at all levels for poor households. This program has been effectively implemented, promoting the spirit of great national unity and once again affirming that the province always cares about ensuring social security, leaving no one behind. At the same time, it encourages poor households to actively work and produce, gradually rising up to escape poverty sustainably.
In recent times, in parallel with the implementation of economic development tasks, the province has always paid attention to synchronously, effectively and promptly implementing poverty reduction policies, ensuring social security for people, especially specific policies to support people in poor households and disadvantaged people... The province has issued and implemented specific policies such as: Support from the state budget to pay health insurance (HI) for people from 60 years old to under 80 years old; support the HI payment level for people in agricultural and fishery households with average living standards in Hung Yen province in the period of 2023 - 2025; policy to increase the monthly social allowance level for lonely elderly people in poor households, expand the beneficiaries of monthly social allowances to lonely elderly people in near-poor households; program to eliminate temporary houses, dilapidated houses for policy households, poor households, near-poor households and other disadvantaged people in the province in 2025; support people affected by natural disasters, storms and floods... Up to now, the province has completed the program of eliminating temporary and dilapidated houses. The whole province has supported 4,374 households to build and repair houses with a total cost of 346.7 billion VND...
In the coming time, poverty reduction and social security assurance will continue to be identified by the province as a key task, creating momentum for the province to develop rapidly and sustainably. The province continues to pay attention to and synchronously deploy solutions to ensure social security. Villages, hamlets, residential communities... promote the sense of responsibility to promptly detect households in difficult circumstances, at risk of poverty, re-poverty so that together with the Party Committee, government, Fatherland Front, organizations and people, they can take timely measures to help. Along with that, all levels, sectors, Fatherland Front and organizations need to actively seek, connect and attract resources from individuals, organizations, businesses... to mobilize maximum resources for social security work. The use and allocation of resources must ensure the right purpose, the right target, efficiency, and avoid waste...
