In his opening speech, Party Central Committee member and Hung Yen Provincial Party Secretary Nguyen Huu Nghia affirmed: The 1st Congress of Hung Yen Provincial Party Committee, term 2025 - 2030 takes place at a time when the country has undergone epochal changes with Vietnam's foundation, potential, position and international prestige never before seen as they are today after 80 years of national independence, 50 years of national unification and 40 years of renovation. Hung Yen province is facing a historic opportunity with its position, strength and overall strength having been significantly enhanced, especially the merger of Hung Yen and Thai Binh provinces has expanded the space, resources and created new development momentum with a larger scale and potential, which is a strategic turning point, creating outstanding resonance value to help Hung Yen province develop faster and more sustainably.

The 1st Congress of the Hung Yen Provincial Party Committee, term 2025 - 2030 has the important task of summarizing the implementation of the Resolution of the Provincial Party Congress for the term 2020 - 2025; reviewing the leadership and direction of the Provincial Party Executive Committee for the term 2020 - 2025; discussing and contributing to the draft documents of the 14th National Party Congress and the draft documents to be submitted to the 1st Provincial Party Congress. This Congress is a historical milestone, a particularly important political event, of great significance to Hung Yen province after the merger. This is also a Congress that cadres, party members and people in the province pay great attention to, look forward to, and place a lot of trust and expectation on the policies and decisions on innovation and development of a breakthrough nature to create a bright future for a rich, civilized, modern, prosperous and happy Hung Yen.

Overview of the Congress

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress will discuss and decide on goals, tasks and solutions, including a number of policies to create development breakthroughs and important strategic decisions in the next 5, 10 and 20 years, aiming to build a dynamic and fast-growing, sustainable economy, becoming a modern industrial province among the leading provinces in the country; becoming a strong maritime economic center in the North; a smart, ecological city directly under the Central Government.

Presenting the Political Report at the Congress, Standing Deputy Secretary of the Provincial Party Committee Tran Quoc Toan affirmed: In the 2020 - 2025 term, the Provincial Party Committee has continuously innovated its leadership and direction methods, drastically, comprehensively, scientifically and flexibly, creating positive, strong and clear changes in all fields, achieving many outstanding results, including impressive breakthroughs. Hung Yen province's economy has always maintained a sustainable growth rate with an average rate of 9.17%/year. The economic scale in 2025 is estimated at 328,283 billion VND. State budget revenue is estimated at more than 74,432 billion VND, rising to be in the top 4 provinces and cities with the highest budget revenue in the country. The results of building advanced new rural areas and model new rural areas are among the leading groups in the country.

In addition, strategic breakthroughs in administrative reform, social infrastructure, science and technology development, and digital transformation have been implemented quite comprehensively, with some areas achieving outstanding results, especially in transport infrastructure. There has been much progress in the cultural and social fields. Healthcare, education, and social security have received synchronous attention. Tourism has developed significantly. Import and export have increased steadily over the years. National defense and security are solid; social order is stable; foreign affairs and international integration have expanded, enhancing the province's prestige and position in the region.

In the 2025 - 2030 term, Hung Yen province has set the goal of strengthening the building of a clean and strong Party organization and political system in the province; promoting the strength of the great solidarity bloc; improving the leadership capacity and fighting strength of the Party organization and the quality of Party members; and maintaining the Party's strict organizational and disciplinary principles.

Some key targets set by Hung Yen in the period 2025 - 2030

Building a dynamic, fast-growing, and sustainable economy based on science, technology, innovation, and digital transformation; a harmonious society; cultural identity preserved and promoted; and a safe and secure ecological environment. By 2035, Hung Yen will strive to be a modern industrial province, meeting the criteria of a class I urban area. By 2045, Hung Yen will be a smart, ecological city directly under the Central Government; have a modern industry that is among the leading in the country; become a strong maritime economic center of the North; rich in cultural identity, fully promoting and imbued with the core values ​​of the culture of the Red River Delta.

Focus on implementing 5 pillars and 3 strategic breakthroughs

To realize the set goals, Hung Yen province focuses on implementing 3 strategic breakthroughs. First, developing science, technology, innovation, and digital transformation becomes the main driving force; the private economy is the most important driving force for development, a lever for the local economy, promoting innovation in growth models, increasing labor productivity, speed, and quality of economic growth, and developing production and business capacity with new models and methods.

Second, develop a synchronous socio-economic infrastructure system, focusing on digital infrastructure and the transport system; prioritize the development of multi-modal transport infrastructure, seaports, traffic axes connecting with highways, national highways, connecting Hung Yen province with the capital Hanoi and provinces in the Red River Delta, the Northern Coastal region; and trunk roads connecting economic, industrial, urban, commercial and tourist centers of the province.

Third, develop high-quality human resources with sufficient capacity and qualifications to meet the requirements of promoting industrialization, modernization, and digital transformation; increase talent attraction and utilization. Focus on developing a team of cadres at all levels with sufficient capacity, qualifications, ethics, and prestige to match the tasks, especially a team of leaders and managers with strategic thinking and modern management capacity to meet the requirements in the new development stage of the province.

In addition, Hung Yen also focuses on comprehensively developing Hung Yen province based on 5 pillars, including: Developing science, technology, innovation, digital transformation as the main driving force; developing the private economy; promoting the traditional cultural values ​​and people of Hung Yen; promoting urbanization along with urban economic development; developing coastal economic zones.

Speaking at the Congress, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission Nguyen Duy Ngoc affirmed: The Politburo and the Secretariat highly appreciated the sense of responsibility in the preparation work for the 1st Congress of Hung Yen Provincial Party Committee, term 2025 - 2030, which was seriously and methodically implemented in accordance with the spirit of Directive No. 45 of the Politburo and the Central Committee's instructions on organizing Party Congresses at all levels, towards the 14th National Congress of the Party.

Hung Yen is one of the localities that completed the organization of grassroots congresses the earliest in the country, with the completion of 108/108 congresses of affiliated Party organizations in August 2025. By 2030, the province's GRDP will reach about 600 trillion VND, with an average income per capita of over 190 million VND; processing and manufacturing industry accounts for over 40% of GRDP.

Strengthening national defense and security, ensuring a stable environment for development. Building a clean and strong Party and political system in all aspects.
