On the morning of October 3, the Hung Yen Provincial Party Committee opened the first Congress of Delegates for the 2025-2030 term with the theme "Solidarity, unity, building a clean and strong Party Committee and political system in all aspects; self-confidence, self-reliance, self-strengthening, creating breakthroughs for the rapid and sustainable development of Hung Yen province in the direction of modern industry, wealth, prosperity, civilization and happiness."
Attending the Congress were former General Secretary Nong Duc Manh; former Standing member of the Secretariat Tran Quoc Vuong; Politburo member, Party Central Committee Secretary, Chairman of the Party Central Committee Inspection Commission Nguyen Duy Ngoc; Party Central Committee members: Vice Chairman of the National Assembly Nguyen Khac Dinh, Deputy Prime Minister Bui Thanh Son, leaders of departments, ministries, branches, unions, central agencies and Military Region 3; leaders, former leaders of provinces and cities from different periods, Heroic Vietnamese Mothers, Heroes of the People's Armed Forces... and 438 delegates representing over 182,000 party members from 108 party organizations under the Provincial Party Committee.
New growth pole of the Red River Delta
Speaking at the Congress, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Committee Nguyen Duy Ngoc acknowledged and highly appreciated the Hung Yen Provincial Party Committee's leadership and direction for the serious and effective implementation of Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on party congresses at all levels towards the 14th National Congress of the Party, and the Central Committee's directions on party congresses at all levels towards the 14th National Congress of the Party.
In particular, Hung Yen is a locality that completed the organization of grassroots congresses the earliest in the country, with 108/108 congresses of affiliated Party organizations in August 2025.
The Chairman of the Central Inspection Commission also congratulated and highly appreciated the development achievements of the Party Committee and people of Hung Yen province over the past 5 years.
Chairman of the Central Inspection Commission Nguyen Duy Ngoc basically agreed with the viewpoints, goals, key tasks, breakthroughs and main solutions of the province for the 2025-2030 term as pointed out in the Political Report of the Congress.
The Chairman of the Central Inspection Commission also suggested three advantages and six major tasks for the Congress, in which the advantage is the drastic and urgent direction of the Central Committee in implementing revolutionary policies and strategic decisions, especially the revolution of streamlining the organizational apparatus of the political system associated with strong decentralization and delegation of power.
The province's breakthroughs in science, technology, innovation, digital transformation; private economic development; international integration; innovation in law making and implementation; education and training development... are creating historic opportunities for the country's breakthrough development in the new era.
The province needs to continue promoting the spirit of initiative, creativity, daring to think, daring to do, daring to break through to take advantage of opportunities, develop quickly and sustainably in the coming time.
The establishment of the new Hung Yen province has expanded the development space, creating new advantages, potentials and opportunities. Therefore, Chairman of the Central Inspection Committee Nguyen Duy Ngoc suggested that the province should continue to analyze and carefully study favorable conditions, clearly defining its role as a new growth pole of the Red River Delta region, a center of high-tech industry, smart urban areas and modern ecological agriculture, leading the country in digital transformation, green development and administrative reform.
Affirming that this is not only a resonance of economic potential, but also a harmony and enrichment of cultural and spiritual values, Chairman of the Central Inspection Commission Nguyen Duy Ngoc suggested an orientation to turn cultural and historical values into a driving force, an endogenous resource to promote development, a soft power for the new Hung Yen province to develop quickly, sustainably, and with its own identity.
On the basis of maximizing favorable conditions, potentials and advantages of the province, Chairman of the Central Inspection Commission Nguyen Duy Ngoc proposed that the Congress continue to discuss more deeply the tasks, solutions and breakthroughs that need to be focused on implementing with 6 major tasks.
That is, it is necessary to continue to study and review the targets and tasks in the draft documents of the 14th National Party Congress and the Resolutions of the Central Committee and the Resolutions of the Politburo to continue to concretize and implement them in accordance with the actual situation; focus on transforming the development model, especially fast and sustainable economic development based on science and technology, innovation and digital transformation.
The province needs to build and develop a comprehensive socio-cultural culture, arouse human strength and the cultural, civilized, patriotic and revolutionary traditions of the homeland; strengthen national defense and security, ensure a stable environment for development; build a clean and strong Party and political system in all aspects; strengthen the great national unity bloc, consolidate cohesion and consensus among the people.
Striving to make Hung Yen a strong maritime economic center of the North
Speaking at the opening of the Congress, Hung Yen Provincial Party Secretary Nguyen Huu Nghia affirmed that during the preparation process for the Congress, the Provincial Party Executive Committee for the 2020-2025 term always received close attention and direction from the Politburo, the Secretariat and enthusiastic support from central ministries, branches and departments.
With a high sense of responsibility, the draft documents submitted to the Congress were prepared seriously, thoroughly, thoughtfully, promoting collective intelligence, fully and deeply absorbing valuable and dedicated contributions from the Central Committee, Party organizations, agencies, unions, revolutionary veterans, former provincial leaders, cadres, Party members, artists, intellectuals, armed forces and people.
The documents submitted to the Congress are the crystallization of intelligence, will, solidarity, firm belief and development aspirations, and at the same time demonstrate the innovation in thinking and strategic vision of the Party Committee, Government and people of Hung Yen.
Mr. Nguyen Huu Nghia emphasized many policies and guidelines for innovation and national development in the draft documents submitted to the 14th National Party Congress; many policies and decisions of the Central Committee recently issued are revolutionary and strategic breakthroughs, creating a solid foundation for the successful implementation of the two 100-year goals.
Hung Yen is facing a historic opportunity with its mindset, strength and overall power having been significantly enhanced, especially the merger with Thai Binh has expanded its space, resources, created new development momentum with larger scale and potential, a strategic turning point, creating outstanding resonance value...
During the 2020-2025 term, the Provincial Party Executive Committee has continuously innovated its leadership and direction methods in a drastic, comprehensive, scientific and flexible manner, creating positive, strong and clear changes in all fields, achieving many outstanding results, including breakthrough results.
Hung Yen province (old) exceeded 12/19 target groups and 7/19 target groups achieved the Resolution of the Congress. Thai Binh province (old) exceeded 5/20 targets, achieved 7/20 targets compared to the Resolution of the Congress.
By 2030, the province will continue to strengthen the building and rectification of the Party Committee and the political system of the province to be clean and strong in all aspects; promote the strength of the great solidarity bloc; improve the leadership capacity and fighting strength of the Party organization and the quality of Party members; build a dynamic, fast-growing and sustainable economy based on science, technology, innovation and digital transformation.
By 2035, Hung Yen will be a modern industrial province, meeting the criteria of a class 1 urban area. By 2045, Hung Yen will be a smart, ecological city directly under the Central Government; have a modern industry that is among the leading in the country; become a strong maritime economic center of the North...
With a system of 34 specific targets, notably the target of an average growth rate of gross regional domestic product (GRDP) in the 2026-2030 period of 10-11%/year; average GRDP per capita by 2030 reaching over 180 million VND; by 2030, 100% of households will have access to clean water; 100% of hazardous waste and solid waste in urban and rural areas will be collected and treated to ensure standards and regulations; the multidimensional poverty rate will be below 0.5%...
To successfully achieve the above goals, the Congress set out 6 key tasks and 4 main groups of solutions.
The Congress identified three strategic breakthroughs: Developing science, technology, innovation, and digital transformation to become the main driving force, the private economy is the most important driving force for development, and is the lever of the local economy; developing a synchronous socio-economic infrastructure system, focusing on digital infrastructure and the transportation system; developing high-quality human resources and a team of cadres at all levels with sufficient capacity and qualifications to meet the tasks in the new development stage...
At the opening session of the Congress, the Vietnam Fatherland Front Committee of Hung Yen province launched a campaign to support people affected by storm No. 10./.
