Storm No. 11: Ninh Binh organizes to anchor boats before 5:00 p.m. on October 5

Directing the work of preventing and fighting storm No. 11, the People's Committee of Ninh Binh province continued to issue telegram No. 21 to deploy concentrated storm response work.

To ensure absolute safety for people and limit damage to people's and State's property, Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc requested the People's Committees of communes and wards to monitor and update regularly and continuously to proactively and promptly direct the implementation of measures to respond to storm No. 11 in line with the situation, in the most drastic spirit, proactively responding at the highest level, not to be passive and surprised in any situation. Review and proactively evacuate people from dangerous areas, especially river mouths, coastal areas, mountainous areas at risk of landslides, weak houses, old apartment buildings in urban areas before the storm makes landfall, ensuring absolute safety for lives, limiting damage to people's and State's property when natural disasters occur.

Coastal communes coordinate with the Border Guard and Fisheries Surveillance forces to ban the sea from 6:00 a.m. on October 5; continue to notify owners of ships and boats operating at sea and coastal areas to find safe anchorages and shelters; evacuate people in cages, aquaculture watchtowers along the coast and at sea and organize the arrangement of ships and boats at anchorages to ensure safety before 5:00 p.m. on October 5. Announce the temporary suspension of operations of cross-river and longitudinal ferry routes in the area from 5:00 p.m. on October 5 until the storm dissipates.

The Department of Agriculture and Environment coordinates with the Provincial Hydrometeorological Station to update forecasts, provide complete and accurate information on the developments and impacts of storms, floods, and timely warnings so that authorities and people know and proactively deploy appropriate and effective response measures. Closely monitor the situation, regularly update and notify dangerous areas at sea; direct units to coordinate with functional forces and coastal communes in ensuring safety for ships and boats at anchorages.

The Provincial Military Command and the Provincial Police direct the implementation of work to ensure safety for military and police forces, vehicles, and equipment; proactively review plans, arrange forces and vehicles, and be ready to support evacuation, relocation of residents, respond to storms, and rescue as requested by the locality. Departments, branches, and sectors, according to their functions, tasks, and authority, proactively direct and urge the implementation of effective measures to respond to storms to protect forces, vehicles, equipment, and facilities under their management.
