Hanoi mobilized 100% of its troops on combat duty, controlling the entire traffic route to fight storm No. 11.

Faced with the complicated developments of storm No. 11 (Matmo), the Hanoi Department of Construction requested all forces to activate 100% of their staff, deploy the "4 on-site" motto, strictly control the infrastructure system and ensure absolute safety for the people.

In response to the complicated developments of storm No. 11 Matmo, the Hanoi Department of Construction has issued an urgent notice, requesting all forces under the Traffic Control Department (GTVT) and related units to proactively arrange vehicles, human resources, and materials to be ready to respond according to the "4 on-site" motto. This is considered an urgent move to ensure traffic safety and minimize damage to people and property when the storm is expected to make landfall on October 6-7.

The Traffic Control Department requires 100% of the subordinate teams to be on duty continuously, ready to receive rescue missions and overcome the consequences of storms and floods. All team commanders must send plans for assigning duties for flood and storm prevention to the General Staff Team before 4 p.m. every day for synthesis and reporting to the Hanoi Department of Construction.

Since the afternoon of October 4, teams have been asked to check and reinforce their headquarters, vehicles, and equipment, ensuring they are ready for use in all situations. In particular, teams with projects under construction must set up barriers, signs, and traffic guides to ensure absolute safety for people passing through during the storm.

For the Inland Waterway Inspection Team, the task is especially enhanced. The working groups must inspect, tie up, and move all of the unit's watercraft to a safe place, absolutely not causing damage to property. At the same time, this force is responsible for reminding owners of river crossing passenger terminals, amusement parks, and water transport vehicles to stop operating during the time of storm Matmo's landfall, to avoid risks to people and goods.

According to the National Center for Hydro-Meteorological Forecasting, storm No. 11 (Matmo) is a strong storm, with wind gusts of level 12-13, moving quickly, and can cause very heavy rain over a wide area, especially in the Northern Delta and the capital Hanoi. Warnings show that the amount of rain in Hanoi on October 6-7 can reach 200-300mm, with the risk of localized flooding on many inner-city streets.

Immediately after the storm has passed, the forces will deploy statistics and assess the damage, especially at flooded areas, fallen trees, broken electric poles, damaged traffic signs and infrastructure. The Traffic Inspection Department will compile an urgent report to the Department of Construction to direct timely repairs, ensuring smooth and safe traffic.

During the time of combat duty, the leaders of the Hanoi Department of Construction requested all officers, employees, and labor contract workers not to turn off their phones, ensuring 24/7 communication to promptly receive dispatch orders. The functional forces also coordinated with the locality to transport necessities and support people in areas with deep and prolonged flooding.

Hanoi is a densely populated area with a complex infrastructure system, so each storm and rain carries great risks. In recent years, thanks to proactive implementation of the “4 on-site” measures and enhanced inter-sectoral coordination, the city has significantly reduced damage caused by natural disasters.

According to statistics from the Hanoi Steering Committee for Natural Disaster Prevention and Search and Rescue, in 2024 alone, the number of tree-falling and localized flooding incidents decreased by more than 40% compared to the previous year; no serious human losses occurred. This experience continues to be applied in responding to storm No. 11 (Matmo) this time.

Storm Matmo is approaching, but with a proactive and determined spirit and close coordination among forces, Hanoi is expected to firmly overcome it, ensuring absolute safety for people and urban infrastructure.
