On the evening of October 7, Prime Minister Pham Minh Chinh signed an official dispatch requesting ministries, branches, and localities to focus on preventing and combating floods, flash floods, and landslides in the North.

According to the report of the National Center for Hydro-Meteorological Forecasting, on October 7, the circulation of storm No. 11 caused heavy to very heavy rain in the Northern region and Thanh Hoa, especially in Thai Nguyen, Bac Ninh, Lang Son and Hanoi, the total rainfall in many places was about 300-400 mm, in some places over 560 mm; on the Cau River, there was an especially large flood, the water level in Thai Nguyen at 5:00 p.m. on October 7 exceeded alert level 3 by about 2.37 m, higher than the historical flood in 2024 by about 0.56 m and continued to rise; flooding occurred in Bac Ninh, Lang Son, Cao Bang, especially in Thai Nguyen; floods on the Thai Binh River system are rising, posing a risk to the safety of the dike system.

To ensure the safety of people's lives and limit property damage, the Prime Minister requested the Chairmen of the People's Committees of Thai Nguyen, Lang Son, Bac Ninh, Cao Bang provinces and other localities in the Thai Binh River basin, especially Cau River and Thuong River, to proactively coordinate with the Ministry of National Defense and the Ministry of Public Security to immediately deploy urgent measures to prevent and combat floods according to the warning level.

In particular, focus on checking deeply flooded areas, areas at risk of landslides, flash floods, and flash floods to proactively evacuate residents (especially the elderly, children, and vulnerable groups) from dangerous areas, ensuring people's safety first and foremost.

Localities deploy dike protection work, ensure the safety of dikes and dams, mobilize maximum possible forces, means and materials to promptly handle incidents from the first hour; use all measures to approach deeply flooded and isolated areas to promptly provide food relief to households at risk of hunger, absolutely not letting people go hungry or thirsty.

The Prime Minister assigned the Ministers of National Defense and Public Security to direct military and police forces stationed in the area to prepare necessary forces, vehicles, supplies, equipment, food, and provisions, coordinate with competent agencies and local forces to deploy support for people in flood prevention and control, search and rescue, and overcome the consequences of natural disasters as quickly as possible according to local requests.
