Cause of hydroelectric dam collapse in Lang Son, initial estimated damage of about 50 billion VND

On the afternoon of October 7, the Civil Defense Command of Tan Tien commune ( Lang Son province) quickly reported on the collapse of the Bac Khe 1 hydroelectric dam due to the impact of storm No. 11 (storm Matmo).

Specifically, due to the influence of storm No. 11, from the morning of October 6 to the morning of October 7, Tan Tien commune continuously had rain, sometimes very heavy rain.

At 12 noon on October 7, at Bac Khe 1 Hydropower Plant, the water flow to the lake reached 1,562m ³ /s, and the water flow downstream was 1,562m ³ /s.

At 1:30 p.m. the same day, the Bac Khe 1 hydroelectric dam broke. The broken section was about 4-5 meters long and 3-4 meters deep.

The initial cause was due to prolonged heavy rain, the water level reached its peak, causing a concrete slab at the factory's water barrier to break, affecting the central control room and equipment inside.

Initial estimated damage is about 50 billion VND, fortunately there were no human casualties.

The Civil Defense Command of Tan Tien commune has notified by phone and Zalo to the villages surrounding Bac Khe 1 Hydropower Plant and the downstream areas of communes such as That Khe, Trang Dinh, Khang Chien, and Quoc Viet.

From there, the commune authorities have a basis to notify people to evacuate from dangerous areas, ensuring human safety.

The Committee also directed police, military , militia, medical, and rescue forces to be ready to participate in searching and evacuating people from dangerous areas.

However, National Highway 3B (connecting Lang Son - Thai Nguyen - Tuyen Quang) is being cut off at many points, making it difficult to respond.

On the same day, according to the Lang Son Provincial Electronic Information Portal, Mr. Doan Thanh Son - Vice Chairman of the People's Committee of Lang Son Province and the working delegation inspected the response to storm No. 11 in That Khe commune, Trang Dinh commune - the downstream communes of Bac Khe 1 Hydropower Plant.

The leaders of Lang Son Provincial People's Committee requested relevant parties to closely monitor the flood situation and come up with solutions to ensure the safety of people's lives and property. This includes reviewing "four on-site" measures and arranging permanent forces to handle incidents, absolutely not being passive or surprised.

Mr. Son requested the Department of Agriculture and Environment and the Department of Industry and Trade to take measures to ensure dam safety, protect agricultural production and livestock. The Provincial Military Command urgently added more forces and vehicles, ready to support response to rains, floods, flash floods, landslides, inundation, etc.
