At each checkpoint, Da Nang Party Secretary Le Ngoc Quang emphasized the spirit of "not being subjective or negligent" in the face of any developments of the storm. The Secretary requested departments, branches, and sectors, especially leaders of local Party committees and authorities, to be on duty 24/7 and activate the entire response system at the highest level.

The evacuation of people from dangerous areas, unstable houses, and areas at risk of landslides and flash floods must be completed before the storm directly affects them. Agencies, units, and localities must propagate, inspect, and help people reinforce their houses and public works, especially ensuring the safety of irrigation dams, hydroelectric dams, and important traffic works. Units must focus on calling on boats to take shelter in safe places, organize thorough reinforcement; strengthen fire prevention and fighting, and ensure the safety of boats and fishermen's property.

Regarding logistics, it is necessary to fully prepare food, necessities, medicine and rescue vehicles to be ready to respond in all situations.
According to the National Center for Hydro-Meteorological Forecasting, although the intensity of storm No. 12 is not too strong, there is a risk of heavy rain on land. The first heavy rain is forecast to appear from the night of October 22 to October 24. The second rain will occur from October 25 to 27. The meteorological agency also warns of the risk of thunderstorms, tornadoes with strong gusts of wind in the storm circulation area, both before and during the storm's landfall. Rising sea levels and high tides are likely to cause flooding in low-lying areas, coastal roads, and the risk of coastal landslides.
