On the morning of July 22, storm No. 3 (Wipha) began to directly affect Thanh Hoa province. In the coastal area of ​​Sam Son, heavy rain, strong winds, big waves and fallen trees made the weather situation dangerous.

Recorded at around 9:30 to 10:00 a.m., the Sam Son sea area experienced many strong gusts of wind blowing from the sea towards the mainland. The waves rose high, white foam appeared. On the shore, heavy rain poured down continuously, limiting visibility and causing trees to sway.

Along Ho Xuan Huong Street, a number of trees were blown down by the wind. Fortunately, no casualties were recorded. The streets were almost deserted, with only specialized vehicles of the authorities on duty, patrolling, and ensuring safety during the storm.
