Ha Tinh Social Insurance: Persistently weaving trust, connecting social security with life

From a foundation of collective discipline and solidarity, the provincial Social Insurance sector has nurtured a social security system that has spread steadily into life. Each thematic resolution is concretized by actions for the people. And in that journey, each party member always upholds the spirit of leading, becoming a "bridge" between policy and the people.

Looking back at the results of the 2020-2025 term, those who work as "social security policy bridge" are proud that the number of people participating in social insurance (compulsory social insurance and voluntary social insurance) increased by an average of 9%/year; the labor force of social insurance age increased by 14.3% compared to the beginning of the term. Every year, the targets assigned by the Provincial People's Council and People's Committee were always achieved and exceeded, in which the voluntary social insurance coverage rate reached 13%, exceeding by 11.5% the target by 2025 of Resolution No. 28-NQ/TW on social insurance policy reform. The health insurance coverage rate reached 94%, equivalent to over 1.15 million people enjoying social security policies.

“Today’s results are the efforts of the entire industry, but above all, it is the close attention and timely direction of the Provincial Party Committee, the Provincial People’s Committee, the Vietnam Social Security and the responsible coordination and effective companionship of the sectors and localities. Under the close and drastic leadership and direction of the Party Committee, the entire Ha Tinh Social Insurance sector has achieved many successes, helping millions of people enjoy the humane policies of the Party and State.

In recent years, the Party Committee of Ha Tinh Social Insurance has issued many strategic resolutions, typically Resolution No. 106-NQ/DU on strengthening the management of collection and development of social insurance, health insurance and unemployment insurance participants in the period 2023-2030. This is the "political root" that helps the whole system move strongly and effectively.

From that orientation, the Party cells have had good and creative ways of doing things. In the old Can Loc area where there are many freelance workers and export workers, the propaganda work on voluntary social insurance has encountered many difficulties, but thanks to creative and persistent ways of doing things, Can Loc has surpassed the milestone of 6,000 people participating in voluntary social insurance - leading the whole province.

“There are people who have heard and understood but are still hesitant. To help them have the opportunity to enjoy social security policies, we persistently go to the village, go to the market, and coordinate with commune-level organizations to propagate and mobilize. When people understand that the policy is for them, they will voluntarily participate,” shared Mr. Nguyen Huy Hoan - Secretary of the Social Insurance Branch of Can Loc.

Small group communication and on-site propaganda is one of the creative methods that the provincial Social Insurance has replicated throughout the province, creating effectiveness in the process of mobilizing people to participate in social insurance and health insurance.

From the plains to the mountains, from the central wards to the disadvantaged communes, each place has a flexible and creative way of doing things, taking advantage of the local political and social advantages to spread social security policies, contributing to the comprehensive completion of the industry's targets. In particular, the central area of ​​Ha Tinh is the leading unit in applying information technology, with an almost absolute rate of electronic transactions, and is also the pioneer in piloting the use of CCCD to replace paper health insurance cards at all medical facilities.

The Hong Linh area stands out with its small group communication model, organizing hundreds of direct consultations at residential groups, contributing to increasing the rate of people participating in family health insurance and voluntary social insurance steadily every year. Thach Ha, Vu Quang, Nghi Xuan, Ky Anh... promote the role of associations and unions, especially the farmers' association and women's association, in propagating and mobilizing people to participate in voluntary social insurance.

TRANSFORMING FOR THE PEOPLE, SHAPING A NEW ERA OF LIFE SECURITY

One of the biggest breakthroughs of the past term is digital transformation. Ha Tinh Social Insurance has strongly applied technology, not only in operations but also in service thinking. By 2024, the whole province has 6,111 electronic transaction units, more than 95% of records are received and processed online; nearly 100% of people use chip-embedded ID cards to replace paper health insurance cards; nearly 100% of pensioners and social insurance beneficiaries receive money through personal accounts every month.

“We not only digitize the process, but also upgrade the mindset. AI virtual assistant is a pioneering step, helping people look up, submit documents, and receive feedback 24/7 without having to go to the headquarters,” said Mr. Tran Huy Giap - Deputy Head of the Department, in charge of the IT and digital transformation department.

The entire industry has now completed nearly 150 digital internal processes, synchronizing 99.98% of participant data with the national population database. Ha Tinh is the first province in the country to put AI virtual assistant into trial operation - opening the era of smart administration in the field of social security.

The efforts of the Party Committee and all cadres and party members of Ha Tinh Social Insurance have been recognized with many noble awards. The whole industry has 362 recognized initiatives (including 5 industry levels), 284 individuals achieved the title of grassroots emulation fighter, 3 individuals achieved the title of industry emulation fighter. The provincial Social Insurance received the Emulation Flag from the Prime Minister in 2020, for many consecutive years being the leading unit in the emulation of the industry. District-level collectives such as Can Loc, Thach Ha, Cam Xuyen... received emulation flags and comprehensive certificates of merit from Vietnam Social Insurance and the Provincial People's Committee.

Along with performing the role of bridging social security policies, in recent times, the Social Security has also directly participated in implementing many social security programs in the area.

SOME SPECIFIC GOALS INCLUDE:

• 100% of Party cells hold the title of "Completing tasks well", with no weak Party organizations;

• The rate of employees participating in social insurance reaches 45%, voluntary social insurance is at least 20%;

• The rate of population with health insurance remains above 95%;

• 100% of administrative procedures are performed through electronic transactions, integrating CCCD;

• Perfecting and replicating AI virtual assistants, comprehensively digitizing public services;

• Strengthen communication and mobilize the responsibility of the entire political system in developing sustainable social insurance.
