The Tenth Session - the final session of the 15th National Assembly term will open tomorrow morning, October 20, with an expected working time of about 40 days.
At the session, the National Assembly will summarize the term of the 15th National Assembly, evaluate the results of implementing legislative and supervisory tasks, and decide on important issues of the country; at the same time, orient the new development stage, prepare for the 14th National Party Congress and transfer the term of office of agencies in the state apparatus.
The National Assembly focused on promptly institutionalizing new policies and conclusions of the Central Committee, the Politburo, and the Secretariat, especially the important orientations approved at the 13th Central Conference, which emphasized the requirement of "turning institutional reform into a competitive advantage and a driving force for development", unlocking resources, creating a legal foundation and driving force for national development in the coming period.
The workload of the National Assembly at the 10th Session is huge. Accordingly, the National Assembly reviewed and decided on 66 contents (49 laws, 4 legal resolutions, 13 groups of socio-economic contents, state budget, supervision and decision on important issues of the country); discussed and gave opinions on draft documents to be submitted to the 14th National Party Congress...

The Party cell heads, heads of delegations, and deputy heads in charge of the National Assembly delegations of provinces and cities affirmed to continue to promote the highest sense of responsibility, concentrate, research carefully, and contribute opinions to perfect the contents submitted to the National Assembly for consideration and approval; believing that the 10th Session will be a great success, concluding a special term with many historical marks of the National Assembly.

Emphasizing the special significance of the 10th Session, the Secretary of the National Assembly Party Committee and Chairman of the National Assembly requested the Party Cell Heads, Heads of Delegations, and Deputy Heads of Delegations in charge of National Assembly Delegations of provinces and cities to closely follow the orientations, policies, leadership, directions, and conclusions of the Central Executive Committee, the Politburo, especially the conclusion of the 13th Central Conference to review and give opinions on each draft law and resolution.
Legislative work is the main content, occupying most of the session's time. 49 draft laws and 4 draft resolutions considered by the National Assembly at this session are related to many sectors and fields, attracting the attention of voters and people nationwide, as well as public opinion.
Therefore, the Secretary of the National Assembly Party Committee and Chairman of the National Assembly requested that delegates promote democracy and intelligence, focus on contributing comprehensive opinions on both content and technique to ensure the highest quality of draft laws and resolutions when they are considered and approved. Focus on new contents with far-reaching impacts such as the Law on Artificial Intelligence, the Law on Digital Transformation... Pay attention to and carefully analyze issues that are still difficult and problematic, directly affecting people's lives, such as the Law on Planning, the Law on Education, the Resolution of the National Assembly on mechanisms and policies to remove difficulties in organizing the implementation of the Land Law...
Regarding socio-economic issues, the state budget and other important issues, the Secretary of the National Assembly Party Committee and Chairman of the National Assembly requested delegates to deeply study the Government's report, objectively analyze, comprehensively evaluate, point out advantages and limitations, and draw lessons, especially in forecasting and estimating the state budget, operating fiscal and monetary policies, contributing to strengthening the effectiveness of state management and budget discipline, especially paying attention to contributing to contents directly related to social life, such as the National Target Programs.
Delegates thoroughly grasped the direction of General Secretary To Lam on enhancing the Party's and the people's character in the activities of the National Assembly, upholding the principle of the Party's unified leadership of personnel work, ensuring that all personnel decisions of the National Assembly truly stem from the common interests of the nation and people. Personnel work was carried out in accordance with regulations and procedures, and voted with the highest sense of responsibility, putting the interests of the Party, the country and the people above all else.
The Secretary of the Party Committee of the National Assembly and the Chairman of the National Assembly also asked the delegates to continue to improve their sense of responsibility, innovate working methods, strongly apply technology, digital transformation; promote the application of data platforms, digital information systems of the National Assembly, and apply artificial intelligence (AI) to support analysis and research to effectively serve the work of legislation and policy decisions. The general spirit is to be proactive, scientific, innovative, economical and effective. Each question and answer statement must be concise, sharp, have an address, have a solution, not formal, not spread out.
In particular, the Session takes place continuously with a working time of about 40 hours, therefore, the Secretary of the Party Committee of the National Assembly and the Chairman of the National Assembly clearly stated that the discipline and order of the Session must be strict. Delegates must attend all sessions; practice thrift and combat waste in all activities; do not organize local tour groups or visit the National Assembly House during the Session, ensuring the general discipline and order of the National Assembly.
At the same time, closely lead and direct the information and propaganda work, provide complete, honest, comprehensive and timely information so that voters and people can clearly understand, share and agree with the decisions of the National Assembly. Strengthen propaganda about the meaning, importance and practical value of the contents considered and decided by the National Assembly, contributing to consolidating trust and strengthening the connection between the National Assembly and voters and people nationwide.
After each discussion session, the Secretary of the National Assembly Party Committee and the Chairman of the National Assembly requested the Party Group Leaders - Heads of Delegations, Deputy Heads of Delegations in charge of the National Assembly Delegation of provinces and cities to quickly synthesize opinions and send them to the reviewing and drafting agencies; closely follow the process of revising draft laws and resolutions to ensure that they fully reflect the will of the delegates.
