Promoting digital transformation right from the grassroots
Immediately after Resolution No. 57 was issued, Phu Tho province issued many important programs and projects to develop science , technology and innovation, spreading strongly to grassroots localities. In Thanh Ba commune, the local government proactively deployed the Party's operational management software, standardized Party member data 3.0, and built a community digital technology team in each residential area. In particular, the commune launched the "Digital Literacy for All" movement, in which each cadre and civil servant is a "pioneer" spreading digital skills to each citizen.

To date, 100% of eligible administrative procedures in Thanh Ba commune have been provided online, and all civil status records have been digitized. The online meeting system connecting from the central to the grassroots level helps save time, reduce costs, and improve management and operation efficiency. Although there are still difficulties in information technology human resources and equipment, Thanh Ba's drastic and creative approach is creating a solid foundation for digital transformation at the commune level.
Xuan Hoa Ward also stands out in implementing the 2-level local government model associated with digital transformation. In the third quarter of 2025, the ward received more than 2,800 administrative procedure records, of which 95.4% were submitted online. The rate of correct and early settlement reached over 92%, reflecting a strong change in administrative reform. The ward has equipped modern facilities, applied artificial intelligence in processing records, monitored transactions via cameras, and made 100% of administrative procedures transparent in the electronic environment. These results contribute to improving people's satisfaction, affirming the effectiveness of digital government at the grassroots level.
According to Director of the Department of Science and Technology Nguyen Minh Tuong, in the context of Phu Tho province just coming into operation, carrying out the tasks of arranging and organizing the 2-level local government with a huge amount of work, all levels, sectors and localities have synchronously deployed the contents of science and technology development, innovation and digital transformation. Up to now, the administrative procedure settlement information system has been operated uniformly throughout the province, contributing to improving the efficiency of serving people and businesses.
Leading the country in digital transformation
According to the assessment results through the Monitoring System for the implementation of Resolution No. 57-NQ/TW of the Central Steering Committee, Phu Tho is always among the leading localities in the country. Since July 2025, Phu Tho province has achieved "Green" status in terms of readiness for digital transformation at the provincial and commune levels. By October 3, Phu Tho is the locality with the best digital transformation results in the country, with the completion rate of the criteria of the 3 groups: Party, People's Council, People's Committee ranked first, and the Fatherland Front group ranked third nationwide.
In particular, since the beginning of September 2025, Phu Tho has piloted the application of artificial intelligence (AI) in handling administrative procedures. AI virtual assistant systems have been installed and operated at the Public Administration Service Centers of regions 1, 2, 3 and a number of communes and wards. By the end of September 2025, the system had recorded more than 2,000 questions and answers from officials, 1,024 requests from citizens and 974 files were supported in screening and checking document components. This is an important step towards smart digital government.
Vice Chairman of the Provincial People's Committee Nguyen Huy Ngoc affirmed that the results achieved by the province in implementing the tasks of developing science, technology, innovation and digital transformation in the past time are only the first step, and greater determination and determination are needed. Because, in the implementation process, Phu Tho province still faces a number of difficulties that need to be resolved related to digital infrastructure; digital data is not available much, updates are slow, especially data on land; human resources for digital transformation, especially high quality ones, are still lacking...
To ensure the completion of the set goals, Phu Tho province has determined to stick closely to the province's 3 breakthroughs related to innovation and digital transformation, which are administrative procedure reform, high-quality human resources, and digital infrastructure. From there, focus on promoting propaganda work; continue to invest in standardizing Public Administration Service Centers at all levels to become more modern and effective, taking products serving people as the criteria for implementing work, digital transformation activities into practice so that they are not dependent on administrative boundaries, and people do not have to travel much. Widely deploy the movements "Popular learning with numbers", "Digital learning; arrange adequate resources, organize practical training for officials and promote the effectiveness of Community Digital Technology Teams...
Based on the current state of science and technology development in the province, the draft Plan to implement Resolution No. 71 dated April 1, 2025 of the Government and Action Program No. 02 dated July 22, 2025 of the Provincial Party Standing Committee to implement Resolution No. 57, Phu Tho province has set out 5 groups of goals and main targets for each period up to 2025, 2030 and 2045, along with 7 groups of tasks, key solutions and assigned specific responsibilities to each agency and unit.
Accordingly, by 2030, the province aims to digitize 100% of administrative procedures; have ≥ 85% of administrative procedures processed online and the provincial digital transformation index reaches 0.75 or higher, higher than the national average. By the end of 2045, there will be 5 targets set to reach at least the national average or higher; 1 target higher than the national average is that the digital economy reaches at least 60% of GRDP (the national average is at least 50% of GRDP).
