Unifying the investment policy documents for Vinh - Thanh Thuy expressway passing through 9 communes of Nghe An province

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; comrades representing the Central Party Committee, the Central Inspection Committee , the Central Party Office in charge of Nghe An; and comrades in the Provincial Party Committee Standing Committee.

At the meeting, the Provincial Party Standing Committee listened to and gave opinions on the investment policy dossier for the Vinh - Thanh Thuy Expressway Construction Investment Project.

The Vinh - Thanh Thuy Expressway Construction Investment Project was assigned by the Prime Minister to the People's Committee of Nghe An province as the managing agency.

This is an important national project, of great significance and necessary investment to connect with the North-South expressway in the East, creating new space and development momentum for the province.

The route will connect and shorten travel time between the two capitals and localities, thereby strengthening the solidarity, friendship and comprehensive cooperation between Vietnam and Laos.

Perspective of Vinh - Thanh Thuy Expressway Construction Investment Project.

At the same time, exploiting well the potential of land use, developing tourism, industry, mineral exploitation, etc. creates a high spillover effect to promote socio-economic development and ensure national defense and security.

The total length of the route is about 60 km, the starting point intersects with the North-South Expressway, Dien Chau - Bai Vot section, at Hung Tay intersection in Hung Nguyen commune, the end point connects with the road leading to Thanh Thuy Border Gate Economic Zone.

The project passes through 9 communes of Nghe An province, including: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang.

The project has a total investment of about 23,950 billion VND. The project implementation progress is in the period of 2025 - 2030. In which, project preparation starts from 2025, site clearance starts from 2025, project implementation starts in 2026, basically completed in 2028 and put into operation in 2029.

The project has a scale of 6 complete expressway lanes, designed speed of 100 km/h (difficult sections have a designed speed of 60-80 km/h). The total land area occupied is about 615 hectares.

Compensation, support and resettlement work will be separated into component projects in the investment policy to be assigned to localities for implementation.

Concluding this content, Provincial Party Secretary Nguyen Duc Trung emphasized that this is an important national project with the largest capital and investment scale that Nghe An province has been assigned to preside over and implement.

Based on the report of the Provincial Party Committee, the Provincial Party Committee Standing Committee agreed on the investment policy dossier for the Vinh - Thanh Thuy Expressway Construction Investment Project; at the same time, it proposed to continue completing the procedures according to regulations to submit to the Prime Minister and report to the National Assembly for approval of the project investment policy.
