Politburo: Urgently complete the work of arranging provincial and commune-level officials

This requirement is set forth in Conclusion No. 171 of the Politburo and Secretariat, which was just signed and issued by Standing Secretary of the Secretariat Tran Cam Tu, on continuing to implement and complete the task of reorganizing the apparatus and administrative units.

The Politburo and Secretariat commended and acknowledged that Party committees, agencies and units at the Central level have ensured progress and requirements in reorganizing the apparatus and administrative units at all levels, with positive results.

The Politburo and Secretariat requested the Standing Committees of the provincial and municipal Party Committees directly under the Central Government to lead and direct four key contents.

One is to promptly complete the trial operation, organize evaluation, review, draw lessons, promptly adjust and handle arising problems and difficulties, and perfect organizational, human resource, and technical conditions to ensure smooth, effective, and synchronous official operation.

Second, organize the ceremony to announce the resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones on June 30 to ensure solemnity, thoughtfulness, efficiency, practicality, and synchronization.

Third, urgently review and complete all work of assigning, arranging, and organizing cadres, civil servants, public employees, and workers in provincial and communal agencies and units; fully arrange headquarters, material facilities, and working equipment to meet requirements.

In addition, it is necessary to ensure a stable connection line for the commune-level public administrative service center; choose a system that shares the information technology platform in a number of applications for administrative procedure settlement, document management, online meetings, reporting information, data exploitation and sharing, etc.

Fourth, continue to do a good job of political and ideological education , promptly and fully resolve policies and regimes for cadres, party members, civil servants, public employees, and workers according to the Central's guidance; strengthen propaganda and guidance work so that people can grasp new regulations, new working locations and methods.

According to the requirements of the Politburo, the Secretariat, Party committees, agencies and units under the Central Government, it is necessary to focus on synchronous and drastic direction so that the new apparatus operates synchronously and smoothly; ensuring normal activities of people and businesses, especially in the fields of administrative procedure settlement, health care, education, culture, etc.

The Standing Committees of provincial and municipal Party Committees need to focus on drafting documents for the provincial Party Congresses after the merger to suit the new space and development space, and promptly complete them so that lower-level congresses can comment.

Since July 1, provincial, municipal, and central party committees have carried out personnel work within their authority, ensuring compliance with Party and State regulations (ending the validity of Conclusion No. 128 of the Politburo on personnel work policy).

The Politburo and the Secretariat assigned the Central Organizing Committee to continue to maintain periodic reporting on the situation and results of the organizational arrangement of the political system associated with two-level administrative units, especially the activities of two-level local governments.

The Standing Committee of the Party Committee of the National Assembly is assigned to lead the Standing Committee of the National Assembly to provide specific guidance on special cases allowing the appointment of the chairman, vice chairman of the People's Council, heads of committees and delegates of the People's Council at the commune level; chairman, vice chairman, and members of the People's Committee at the commune level (new) in communes that are not merged or consolidated.
