Ministry of Public Security proposes unifying high quality standards with traffic cameras

On August 22 , the Ministry of Public Security solicited comments on the draft national standard on the system of command, operation, monitoring, and handling of violations of traffic order and safety .

However, the implementation of smart transportation is currently facing many difficulties, especially data sharing between different agencies and units in the same locality, between localities and between localities and ministries and branches due to incompatible technology platforms.

Therefore, the Ministry of Public Security allows that It is necessary to research and perfect the standards in the command, operation, monitoring and handling system of traffic order and safety violations.

Camera clearly identifies driver and violation

According to the proposal, the Ministry of Public Security divides the types of cameras into: surveillance cameras, violation detection surveillance cameras, license plate recognition cameras and traffic measurement cameras, including:

- The surveillance camera equipment must be able to record images and videos that, when magnified, can clearly see the vehicle, the driver's face, and license plate at a minimum distance of 30m (daytime) and also car slow moving under 5km

- For surveillance cameras that detect violations , they will be divided into two types.

Type 1 will guarantee Online images, video data recorded when magnified can clearly see the vehicle: overtaking in cases where overtaking is not allowed; stopping and parking in violation of regulations; driving a motorbike or scooter onto the highway; driving in the opposite direction of a one-way street; not obeying traffic light signals and other violations.

Type 2 is required to have the following features: monitor, Detect at least one of the following behaviors: driving in the wrong lane or road section; overtaking in cases where overtaking is not allowed; stopping or parking in violation of regulations; driving a motorbike or scooter onto the highway; driving in the opposite direction of a one-way street; not obeying traffic light signals and other violations.

Data from type 2 when transmitted to the monitoring center will include: clear photos and videos of the vehicle, license plate; location, time, violation, license plate identification data; video recording the violation ensures that the time before, during and after the violation occurs can be determined.

The above types of cameras are required to be able to operate in temperatures of -5 degrees Celsius to 60 degrees Celsius, ensuring IP66 standards or higher (operating well in dusty environments and still well protected if flooded - PV).

The license plate recognition accuracy is greater than or equal to 95% during the day and greater than or equal to 80% at night. The maximum vehicle speed that can capture clear images is greater than or equal to 180km/h.

Applying AI to handle violations

Also in In the recently announced draft, the Ministry of Public Security proposed installing an intermediary device (AI Box) to receive signals from cameras to analyze and process data transmitted to the monitoring center.

AI Box is capable of recognizing and detecting at least one of the violations of the Road Traffic Law, identifying license plates and locations of violations.

According to a representative of the Traffic Police Department, the agency recently piloted the use of AI technology to support patrol and traffic control work on the route, in order to improve efficiency and avoid overlap.

In the initial stage, this AI application will analyze and recognize vehicle license plates based on photos taken by phone cameras.

When transmitting images, the data system automatically checks whether the vehicle has been previously inspected by traffic police teams, limiting multiple inspections on the route.

The application also scans the QR code on the citizen identification card, integrating with VNeID to collect driver information.

Thanks to that, traffic police teams can quickly determine whether a vehicle has been previously checked or not, limiting the need to stop a vehicle multiple times, causing inconvenience to traffic participants.

The Traffic Police Department assessed that the application of technology will help the authorities handle most of the problems in the process of ensuring traffic order and safety, including handling administrative violations in some areas. This helps to minimize the need for police to stop vehicles directly to control and handle violations.
