Ministry of Education and Training seeks opinions on professional standards for university lecturers

This Circular replaces the provisions of Circular No. 40/2020 of the Minister of Education and Training stipulating codes, professional title standards, appointment and salary classification for teaching staff in public higher education institutions, when it comes into effect.

The draft Circular inherits the contents stipulated in Circular No. 40 on tasks, professional ethics standards, training and fostering standards, and professional standards of lecturers teaching in higher education institutions, ensuring consistency with current legal documents.

Lecturers proactively equip skills according to job requirements

Professional standards for lecturers teaching in higher education institutions are the legal basis for building, managing and developing the teaching staff in higher education institutions.

Draft regulations on professional competence standards of university lecturers.

Educational management agencies and educational institutions use professional standards for lecturers in recruiting, arranging, evaluating, training, and fostering lecturers; and building and implementing staff development policies.

Professional standards also help lecturers teaching in higher education institutions clearly understand the standards of professional standards for lecturers teaching in higher education institutions, clearly define training and development plans, and equip individuals with the necessary skills according to the requirements of the job position they are holding.

The draft stipulates standards for professional competence and expertise of university lecturers, including: Having in-depth knowledge of the subjects assigned to teach; Grasping the reality and development trends of training and scientific research in the major.

In addition, have scientific research capacity: Preside over the implementation of at least 2 basic-level scientific and technological tasks or 1 higher-level scientific and technological task that has been accepted with results of satisfactory or higher.

Supervising at least 2 students to be awarded a master's degree or supervising or assisting at least 1 doctoral student (for lecturers teaching majors in the health sciences group; supervising 1 student to successfully defend his/her thesis in a specialized field or a resident doctor is counted as supervising 1 student to be awarded a master's degree.

For lecturers teaching art subjects, the main or assistant supervision of a doctoral student can be replaced by a research or composition work that has won a prestigious award at home and abroad; for lecturers who do not participate in supervising master's theses or doctoral theses, the number of accepted scientific research topics must be twice the number of scientific research topics.

Preside over the compilation of at least 1 training book that has been reviewed, accepted and put into use in training and development from university level and above in accordance with the industry by a scientific council (established by the head of the higher education institution or the competent authority). Author of at least 6 scientific articles that are scientific research works of lecturers that have been published in scientific journals with international standard code ISSN.

In addition, lecturers must have the ability to apply information technology and use foreign languages in performing the tasks of the position of senior university lecturer.

At the same time, the draft Circular also completes the legal framework for state management agencies on education and training. Ministries, branches, localities, and higher education institutions shall implement the recruitment, use, and management of lecturers; ensuring consistency and synchronization with the system of current relevant legal documents, especially the new provisions in the Law on Teachers and in accordance with reality.

Supplementing the responsibilities of heads of higher education institutions

The new Circular stipulates that university lecturers, senior university lecturers, and senior university lecturers must also perform other tasks assigned by the head or head of a unit under or directly under the university education institution, as decentralized by authority, in accordance with the standards on professional competence and skills of university lecturers and other relevant legal provisions.

The draft Circular also stipulates that the head of a higher education institution shall, based on the standards of professional competence and skills of the professional standards of lecturers teaching in higher education institutions, arrange, assign, and delegate tasks to university lecturers and evaluate the level of task completion according to the professional title of university lecturers.

The head of a university or the head of a unit affiliated or directly under a university shall develop and implement a plan for training, fostering, and developing the university teaching staff according to his/her authority; advise the superior management agency and local authorities on management, fostering, and improving the quality, professional capacity, and expertise of the university teaching staff.
