The Ministry of Education and Training is seeking opinions on whether to eliminate or maintain the consideration of high school transcripts, as more than 42% of candidates use this score to enter university.
The survey on university admissions from 2026 was sent to delegates from more than 200 schools at the Higher Education Conference on the morning of September 18.
In particular, with the admission based on high school transcripts, the Ministry of Education and Training has proposed two options: to abolish or continue using it. This year, about 852,000 students registered for admission, the rate using this method is 42.4%. The number of students using high school graduation exam scores accounts for 39.1%, the rest are other methods.
Considering transcripts has been the main method of admission for the past few years, but it has been controversial. Many experts say this method is unfair because there is no common standard. In each locality and each school, the evaluation and scoring methods can be different. However, many schools prefer to consider transcripts because it is convenient for admission.
In the survey, the Ministry of Education and Training also asked for opinions on the number of wishes for each candidate. This year, the total wishes reached 7.6 million, with an average of nearly 9 wishes per student, while in previous years it was only 5. Nearly 31% of candidates registered from 5 to 10 wishes.
Not limiting the number of wishes helps candidates increase their chances of being admitted and reduces pressure, but it overloads the Ministry's general admission software. The Ministry offers three options for schools to comment on: a maximum of 5, 10 wishes or continuing to have no limit on the number of wishes.

This year, universities use 17 admission methods. All are considered at the same time, after candidates know their high school graduation exam scores, instead of early admission with some methods like previous years.
To date, about 773,200 students have passed university and college entrance exams, but only nearly 625,500 have confirmed their enrollment. The standard score for university education ranges from 13 to 30. The average is 19.11, down 3 points compared to last year's admission period.
The 6 majors with absolute benchmark scores are English Pedagogy, Chinese Pedagogy, both at Hue University and the University of Foreign Languages, Vietnam National University, Hanoi; International Relations of the Academy of Military Science; Medicine of the Military Medical Academy.
Immediately after the first round of recruitment, dozens of schools announced additional recruitment, mainly based on academic records and graduation exam scores. The Ministry of Education and Training allowed additional recruitment until December.
