Responding to reporters' questions about overcharging at the beginning of the school year at the Government press conference on the afternoon of October 5, Deputy Minister of Education and Training Le Tan Dung said that the ministry has recently issued many instructions, rectifications, and reminders, but the overcharging situation still occurs.
In the 2025-2026 school year, the Ministry of Education and Training has sent documents to ministries, localities and educational institutions on tuition policies, partial exemptions and reductions of fees and charges.
Mr. Dung said there are 9 groups of short-term and long-term solutions to end overcharging.
Firstly, the education sector has issued a document requesting all levels and sectors to strictly implement education policies. Educational institutions must strictly implement regulations on tuition fees, fee exemptions and support in accordance with Decree 238/2025.
Second, fees must be decided by competent authorities, and educational institutions are strictly prohibited from setting their own fees.
Third, the mobilization, management and use of resources must comply with the regulations of competent authorities.
Fourth, strictly implement publicity, information and posting of prices of materials, equipment, educational services, and textbooks, ensuring publicity and transparency.
Fifth, localities must direct educational institutions in the area to comply with the list; require schools not to combine many fees, not to collect many periods in advance, not to take advantage of the name of the parent representative board to collect more than the prescribed amount...
Sixth, the Ministry of Education and Training will continue to review the system of legal documents, thereby making adjustments and supplements to ensure the rights of learners and parents.
Seventh, based on its functions, duties and powers, the ministry will actively strengthen inspection and supervision and strictly handle according to regulations. When there are complaints, it will be inspected and strictly handled.
Eighth, the education sector proposes that the National Assembly regularly supervise the sector at the central and local levels. This will provide additional grounds for handling overcharging and violations of regulations.
Finally, the Ministry of Education and Training recommends that local authorities and Party committees regularly inspect and rectify this situation at local educational institutions.
