9 groups of solutions to rectify overcharging at the beginning of the school year
In response to questions about many schools illegally collecting fees, overcharging, causing outrage in society, Deputy Minister Le Tan Dung said that the Ministry of Education and Training issued Document No. 5542 dated September 12, 2025, requesting ministries, branches, localities and educational institutions to strictly implement tuition policies, tuition exemption - reduction - support and management of revenues in education.
Firstly , all levels, sectors and educational institutions are required to strictly implement the regulations on tuition fees, tuition exemptions and support according to Decree 238 of the Government. The subjects eligible for tuition exemptions, reductions and support must be clearly identified and implemented in accordance with the regulations.
Second , the management and regulation of service fees for educational support activities must be decided by competent authorities. Schools are strictly prohibited from arbitrarily setting fees that are contrary to regulations.
Third , the mobilization, management and use of resources must comply with the provisions of law and competent authorities.
Fourth , educational institutions must publicly disclose information on the prices of materials, equipment, and textbooks in the area to ensure transparency and facilitate parental supervision.
Fifth , localities need to direct schools to collect fees according to the list issued by the People's Council, not to combine many fees, not to collect many periods in advance, and not to take advantage of the name of the Parents' Representative Committee to collect fees against regulations.
Sixth , the Ministry of Education and Training will continue to review, adjust and supplement the system of legal documents, including the Law on Education, the Law on Higher Education, the Law on Vocational Education, and related decrees and circulars to ensure the rights of learners and parents.
Seventh , the Ministry will strengthen inspection, supervision, and strictly handle violations. When there is feedback, the Ministry will conduct surprise inspections to promptly correct the situation.
Eighth , the Ministry recommends that the agencies of the National Assembly, the National Assembly Standing Committee and supervisory agencies at the central and local levels strengthen supervision of this field to contribute to correcting the situation of over-collection and illegal collection.
Ninth , the Ministry requests local authorities, especially at the provincial and communal levels, to regularly inspect, examine and rectify the situation of overcharging at educational institutions in the area according to the management decentralization.
The Ministry of Education and Training affirmed that it will seriously and thoroughly implement these solutions in the coming time to ensure fairness and transparency in revenue and expenditure at educational institutions.

Arrangement, merger and dissolution of educational institutions according to Resolution 71
Regarding the question related to the arrangement, merger and dissolution of higher education and vocational training institutions, Deputy Minister Le Tan Dung said that this policy has been affirmed in Resolution 71 dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
In Resolution 71, the Politburo clearly affirmed its viewpoint and policy on restructuring the education system. The Ministry of Education and Training considers this a major policy of the Party, which needs to be implemented seriously, urgently, scientifically and resolutely. The restructuring is related to the thoughts and feelings of many people, so it must be carried out carefully but still ensure scientificity and effectiveness.
The Ministry of Education clearly defines its responsibilities in the implementation process. This is not something that the Ministry can do alone, but requires the coordination and consensus of central ministries, branches, local authorities, especially universities and vocational education institutions across the country.
Currently, the Ministry is assigned to develop two projects, including the Project to arrange and reorganize higher education and vocational institutions and the Project to transfer a number of higher education and vocational institutions to local management .
The two projects will be submitted to the Prime Minister for consideration and approval and are expected to be implemented in 2026 .
The Deputy Minister said that during the implementation process, the Ministry will base on: Viewpoints and resolutions of the Party, National Assembly and Government; Approved strategy for development of higher education and vocational training; Planning of the national network of educational institutions; Socio-economic development, security and defense goals of each region.
The goal is that training must be linked to practice, linked to the requirements of society and the labor market. Training must ensure that learners have jobs, meeting the country's human resource needs.
The project will clearly define the mission of each type of educational institution, specific and clear principles and criteria, to ensure publicity and transparency, avoiding situations of "asking - giving", "lobbying" or negativity. The Ministry of Education and Training affirms that these cases will not occur.
Currently, the Ministry is preparing to complete the project and will seek opinions from central and local ministries, branches, experts and educational institutions to create a high consensus in the implementation process. When the project is approved by the competent authority, the Ministry will publicize and provide full information to the media and press.
