The reason given by the Ministry is that the overlap between the master plan, land use plan and annual plan can easily cause waste when continuously adjusted, and also cause overlap in land management. The approved proposal will streamline procedures, shorten the implementation time of investment projects using land, helping businesses easily access land.

According to the proposal, the organization of land use planning at the commune level will be based on provincial planning targets allocated to commune-level administrative units or planning established in accordance with the provisions of law.

Draft regulations and commune-level land use plans are the basis for decisions on land recovery, land allocation, land lease, permission to change land use purposes, conditions for conducting auctions of land use rights, forest allocation, forest lease, and changing forest use purposes to other purposes.
