As a dedicated person, directly directing the research and development of the report requesting the policy of the Politburo and the Government, the project pre-feasibility report to the National Assembly and now playing an important role in developing a plan to allocate resources to implement the project, what can you say about the historic decision of the National Assembly today?

After more than 18 years of research, with the great efforts of generations of leaders of the Ministry of Transport, relevant agencies and units, experts and scientists, at this moment, when the investment policy of the Project was officially approved by the National Assembly, I am truly moved and proud.
High-speed railway, as we know, is not just a project, but also a symbolic project, of strategic significance, especially important in terms of economics, politics, society, national defense, security and international integration.
Investing in the Project will create momentum for the economy, developing high-speed railways is an objective necessity of the country's industrialization and modernization process, bringing the country into a new era, an era of national growth, an era of development and prosperity as General Secretary To Lam directed.
To ensure the project is implemented early, feasible and effectively as directed by the Politburo, the Government and the National Assembly, what tasks will the Ministry of Finance proactively implement in the coming time?
Firstly, the Ministry of Finance will coordinate with relevant ministries, departments, branches and agencies to review investment capital issues, assess financial and socio-economic impacts to promptly advise the Government on capital sources, as well as national budget finance, ensuring project investment but linked to socio-economic development and ensuring national financial security.
Second, the Ministry will review the specific mechanisms and policies applicable to the proposed Project. With its role and responsibility in State management of the financial and budgetary sectors, the Ministry of Finance will advise the Government on providing guidance on specific mechanisms and policies on capital sources for the Project, guidance on borrowing, and medium-term public investment plans, etc.
In addition, we also realize that in the coming time there will be a lot of work to do to coordinate well with ministries and branches to advise the Government to successfully implement the Project.
As the General Secretary has directed, investing in the high-speed railway project on the North-South axis is a political task and investment resources must be prioritized for early implementation. Today, the National Assembly has agreed on the Resolution on investment policy, the Ministry of Finance will coordinate with the Ministry of Transport, relevant ministries and branches to advise the Government and the Prime Minister to implement the project in the fastest time and with the best quality.

The 15th National Assembly approved the North-South High-Speed Railway Project. The project has a total length of about 1,541km; starting point at Ngoc Hoi station (Hanoi capital), ending point at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and centrally-run cities.
The new investment project for the entire double-track line is 1,435mm gauge, designed speed is 350km/h, load capacity is 22.5 tons/axle; 23 passenger stations, 5 freight stations; vehicles, equipment; high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and can transport goods when necessary.
In terms of technology, applying rail technology and electrification; ensuring modernity, synchronization, safety and efficiency.
The preliminary total investment of the Project is 1,713,548 billion VND; using public investment capital, State budget capital allocated in medium-term public investment plans and other legal capital sources.
