That was one of the conclusions of comrade Le Trong Yen, member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Committee at the meeting to listen to reports on the implementation of tasks and progress of projects invested by the Management Board of Construction Investment Project No. 3 (old Dak Nong area); the role of the regional management boards on the afternoon of September 26.

At the meeting, Mr. Ha Sy Son, Director of Construction Investment Project Management Board No. 3 informed that the Board was assigned to be the investor of 36 projects; of which, 2 projects are in the investment preparation stage ( Dak Nong Multi-purpose Gymnasium Project; Dak Na Reservoir Project); 24 projects are under construction; 10 projects are in the completion stage to put into operation, and project settlement is according to regulations.
Of which, 2 projects belong to the Gia Nghia - Chon Thanh Expressway Construction Investment Project (Component Project 2 and Component Project 4); 3 projects from the central budget managed by the Ministry of Agriculture and Environment (Nam Xuan Lake Canal System Project; Dak Gang Lake Project; Nam Xuan Reservoir Project) and 31 projects from the central budget, local budget and other capital sources.

Of the 24 projects under construction, 10 have completed 70% or more; 8 projects have completed 50-70% and 6 projects have completed less than 50%.
Regarding capital allocation, in 2025, the State budget capital has been allocated by the Ministry of Agriculture and Environment and the Provincial People's Committee for 28 projects with a capital of over VND 2,200 billion. Currently, the disbursement has reached over VND 332 billion, reaching 15% of the plan.
The Board expects that by the end of September, the cumulative disbursement value will reach 602 billion VND, and by the end of October, the cumulative disbursement will reach 1,052 billion VND. Strive for the disbursement value to reach 100% by the end of 2025.

At the meeting, representatives of some regional project management boards under the Construction Investment Project Management Board No. 3 raised a number of difficulties in the operation of the apparatus and expertise. In particular, some of the main issues raised by the regional project management boards include: Obstacles and difficulties in the process of comparing data for capital disbursement, opening project codes, unclear functions and tasks, changes in board leadership, etc.

Speaking at the meeting, Mr. Phan Nhat Thanh, Deputy Director of the Department of Construction, said that regional boards play a very important role in promoting project progress from the local level, especially in creating land. Therefore, the leaders of the Construction Investment Project Management Board No. 3 need to quickly complete the regional boards.
Mr. Thanh said that many projects in the area are medium-term capital, especially some transportation projects with great social significance, so it is necessary to speed up project progress and disburse capital to create socio-economic momentum for communes and wards.

In his concluding remarks at the meeting, comrade Le Trong Yen, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, emphasized the role and responsibility of the Director of the Construction Investment Project Management Board No. 3, and the need to quickly complete the apparatus, functions and tasks of the regional boards. The motto is to restructure the regional boards in a multi-disciplinary direction, with tasks and personnel that are appropriate in expertise and have a high sense of responsibility.
Regional and local committees do not have the mentality of shirking responsibility, but increase coordination to achieve results. The committees value the quality and efficiency of work, making the most of resources and capital from the Central Government to create momentum for socio-economic development and people's welfare.
