The Capital Command innovates and creates firmly in the new apparatus model

Yen Bai - a mountainous commune of Hanoi City, local military and defense work faces many difficulties. The area is large, the population is scattered, more than 40% are ethnic minorities while the Commune Military Command has only three officers. However, with a high sense of responsibility, officers and soldiers always stick to the people, stick to the area, grasp the situation, proactively and effectively advise the Party Committee and government in recruiting soldiers, training militia and self-defense forces, and building a strong force.

While busy with the militia in the villages participating in responding to storms No. 9 and No. 10, comrade Nguyen Trung Kien, Commander of the Commune Military Command, went down to the villages to review and grasp the source of citizens of military service age, preparing for the military recruitment in 2026.

Comrade Kien shared: “Many local youths go to work far away, some do not want to join the army so they find ways to avoid it. Going down to the villages to check each case helps us to have a firm grasp of the source of citizens joining the army to advise and propose to the Commune Military Service Council policies and measures to effectively implement the military recruitment work.”

Talking about the role of the Military Command under the new model, Chairman of the People's Committee of Yen Bai commune, Nguyen Thanh Tung, said: "After the merger, the population and area of the commune doubled, and the workload of the Military Command was also greater than before.

However, with a high sense of responsibility and determination, the staff and soldiers have overcome difficulties and proactively completed all assigned tasks well." He recommended that superiors pay attention to supplementing staff and investing in facilities and equipment for national defense work, meeting the requirements of the new model.

Colonel Tran Duc Chien, Political Commissar of Defense Area 2 - Phuc Tho emphasized: "As an "extended arm" of the Hanoi city military agency, immediately after its establishment, the Defense Area Command deployed working groups to work with communes and wards to clearly understand the weak links and weak points of the Military Command of communes and wards.

At the same time, guide communes and wards to overcome difficulties in building basic documents; complete dossiers to request the Ministry of National Defense to recognize key defense units, review subjects for training in defense and security knowledge, review male citizens of military age ready to join the army..."

Not as large as Yen Bai mountainous commune, but Ba Dinh ward is the national political and administrative center, concentrating many central agencies, businesses, craft streets, and old streets, so national defense and security work is always potentially complicated.

The Ward Military Command has advised on the issuance of full leadership and direction documents; established the Civil Defense Command, the National Defense and Security Education Council, the Policy Council, the Military Service Council; successfully organized the first Ward Military Party Congress, term 2025-2030, creating a solid foundation for the activities of the ward's armed forces.

The Ward Military Command attaches special importance to combat readiness on duty. The militia regularly coordinates with the ward police to patrol, control, and ensure security and order. Thanks to maintaining strict on-duty regimes, many arising incidents are handled promptly, contributing to maintaining political stability and social security.

Along with that, fire prevention, firefighting, and rescue drills are held regularly to train skills for militia forces, spread the spirit of prevention among the people, and build a safe and civilized ward.

Organizational innovation, improving operational efficiency

According to Major General Nguyen Dinh Thao, Deputy Commander and Chief of Staff of the Hanoi Capital Command, the implementation of the two-level government model is a major innovation, requiring synchronization in leadership, command and force organization. The Capital Command has advised the City Party Committee and the City People's Committee to fully issue leadership and direction documents; and to arrange and perfect the local military agency system in a streamlined and effective manner.

Established 5 Regional Defense Commands and 126 Military Commands of communes and wards, and equipped 252 motorbikes for communes and wards to serve the work. Along with perfecting the organizational structure, the Capital Command focuses on training and fostering the staff, especially the staff of the Military Command at the commune level - the force directly advising and deploying tasks at the grassroots level.

Units strictly maintain combat readiness, closely coordinate with the police and militia to grasp the local situation, promptly handle situations, avoid being passive or surprised; be ready to mobilize militia forces to respond to and overcome the consequences of natural disasters, explosions, and forest fires.

After nearly four months of implementing the two-tier government model, the Hanoi Capital Command has proven the correctness and effectiveness of the policy. Agencies and units have excellently completed military and defense tasks; ensured absolute safety for major events of the capital and the country, responded effectively and promptly to storms and floods, and strengthened the trust of the Party Committee, government and people in the capital's armed forces.
