Circular No. 16/2025/TT-BTP was issued in the context that after 8 years of implementing Circular No. 10/2017/TT-BTP, the regulations in Circular No. 10 have revealed many inadequacies and limitations, no longer suitable to the practical requirements of statistical work of the industry.
For example, the concepts and calculation methods of some statistical indicators are not clearly defined, leading to difficulties in statistics, and the statistical data are therefore incomplete and not comprehensive. The indicator system is outdated, and it is necessary to supplement some new indicators/groups or adjust the names, update the concepts and calculation methods for some old indicators/groups, ensuring compliance with new regulations of relevant laws. Some old indicators and groups need to be reviewed and reduced to reduce the statistical workload for local judicial agencies. Especially now, many areas of judicial work have application software and electronic databases, requiring statistical indicators/groups/forms to be regulated and redesigned to be more scientific in order to maximize data exploitation from software/databases, minimizing manual data entry...
Circular No. 16/2025/TT-BTP has many fundamental new points compared to the previous Circular No. 10/2017/TT-BTP. The number and content of statistical indicators/subgroups have been streamlined and more scientific. Many indicators/subgroups in a number of fields have been reduced to reduce the burden of statistical reporting for reporting entities, especially the Department of Justice and the People's Committees at the commune level... Regarding data sources, all indicators specified in Circular No. 16/2025/TT-BTP have added data sources from "database (if any)", paving the way for the industry's statistical software to be able to connect, connect, and directly extract data when making statistics. Thereby, reducing the current manual data entry burden, while helping to improve the accuracy of the data.
With the issuance of Circular No. 16/2025/TT-BTP, the institution in the field of statistics of the Justice sector continues to be completed according to the roadmap set out in the Plan of the Ministry of Justice to implement the Vietnam Statistics Development Strategy for the period 2021-2030, with a vision to 2045. Aiming to improve the quality of statistical information of the sector, promptly and effectively serving the direction and administration of the Government, the Prime Minister and the Ministry of Justice in the judicial field; meeting the needs of agencies and organizations to learn, exploit and use statistical information of the Justice sector in accordance with the provisions of law.
In addition to the above Circular No. 16/2025/TT-BTP, the Ministry of Justice is also urgently developing a new circular on the statistical reporting regime of the Justice sector (replacing Circular No. 03/2019/TT-BTP). It is expected that this circular will be issued by the Minister of Justice in October 2025 so that it can be applied from the statistical period at the end of this year./.
