In the process of implementing the two-level local government model, standardizing and digitizing civil status data is considered a key factor, contributing to improving the effectiveness of state management and serving the people.

Regarding the role of civil status data, Mr. Tran Minh Thoi - Chairman of the People's Committee of Vinh My commune ( Ca Mau province) said: "Civil status data plays a very important role, helping judicial officials to quickly look up records, reduce inconvenience for people, and at the same time improve the efficiency of state management, promote digital transformation and reform administrative procedures. When digitized and connected to the National Population Database, state agencies can exploit it directly, avoid duplication of records, and save time and costs for people."

Removing difficulties, stabilizing the organization, serving the people effectively

In fact, at the grassroots level, the management and processing of civil status data still faces many difficulties. Mr. Tran Minh Thoi said that the biggest difficulty at present is the incomplete synchronization between the civil status software and the National Population Database, leading to some procedures such as marriage registration and confirmation of marital status not being able to be connected. In addition, previously entered data is not unified, still has errors, lacks information fields, and does not match the population database.

Full-time civil servants and grassroots leaders reported that the administrative procedure settlement system has not been synchronized with the civil status software and online public services, leading to the situation where officials have to enter documents multiple times, and even have to look up paper documents. To date, the system has been fully deployed.

Faced with great work pressure after the merger, Vinh My commune government has implemented many key tasks to stabilize the organizational structure. According to Mr. Tran Minh Thoi, in addition to difficulties in human resources, facilities, and working equipment that have not met the requirements, the commune has proactively increased propaganda, created consensus among the people; organized training and capacity building for cadres and civil servants; promoted the application of information technology, rearranged the process of handling documents more scientifically ; and at the same time, proposed to superiors to support facilities. Thanks to that, administrative activities have gradually stabilized, increasingly better serving the needs of the people.

On the side of the Ministry of Justice , the solutions to guide and remove difficulties in the past time have brought practical results. The Chairman of the People's Committee of Vinh My commune emphasized: "These supports help localities quickly stabilize the apparatus and improve the quality of service to the people. However, for sustainable effectiveness, it is necessary to strengthen coordination between ministries, branches and localities; promote digital transformation, build a shared database; at the same time, pay more attention to infrastructure, staff training and resolve policies after the arrangement. These are key factors for the new model to truly become established."

Many local residents also expressed their satisfaction with the positive changes. Mr. Nguyen Van Binh (An Khoa hamlet) said that when he went to do land procedures, he was supported and guided quickly. Mrs. Nguyen Thi Lai shared that recently registering the birth of her grandchild was more convenient and simpler than before.

Mr. Vu Nghi Binh - Director of the Department of Justice of Ca Mau, affirmed that the province will continue to perfect the electronic civil status database that is "correct, complete, clean, and alive", connecting smoothly with the national population database, creating a foundation for implementing a two-level government, improving service to the people and building a modern, transparent administration.

From the perspective of industry management, Mr. Vu Nghi Binh - Director of the Department of Justice of Ca Mau province emphasized: "In the past time, the province has synchronously deployed many solutions such as: reviewing and digitizing old civil status records; upgrading technical infrastructure, effectively exploiting civil status databases; providing in-depth training and professional guidance for Justice - Civil Status officials at the commune level to meet the requirements of the task. At the same time, implementing decentralization, delegation of authority, and division of authority in the judicial field for the provincial and commune levels, creating initiative in handling work.

In the coming period, Ca Mau will continue to improve the electronic civil status database according to the criteria of "correct, sufficient, clean, and alive", ensuring smooth connection with the National Population Database. This is an important foundation for effectively implementing the two-level government model, contributing to improving the quality of service to the people and building a modern and transparent administration.

At the same time, the province will focus on improving the qualifications and capacity of the team of Justice - Civil status officials at the commune level; strengthen professional guidance to meet the requirements of tasks in the new situation; continue to review and arrange Justice - Civil status officials reasonably, ensuring work efficiency, serving the people better and better.

Standardizing and completing civil status data not only supports the State in effective management, but also directly ensures the rights of each citizen. This is also a key solution to promote administrative reform, develop digital government and create a foundation for sustainable local development in the new period.
