Organize training on grassroots mediation skills for the commanding units of Dat Mui and Cai Nuoc communes.

Implementing Plan No. 048/KH-UBND dated August 13, 2025 of the Chairman of the People's Committee of Ca Mau province to implement the Project "Improving the capacity of grassroots mediators for the period 2024 - 2030" in Ca Mau province and Plan No. 89/KH-STP dated August 27, 2025 of the Department of Justice on implementing pilot instructions on grassroots mediation work in Ca Mau province. On September 16, 2025 and September 17, 2025, the Department of Justice of Ca Mau province organized 02 training courses on grassroots mediation skills in communes implementing pilot instructions on grassroots mediation work for Dat Mui commune and Cai Nuoc commune.

Participating in the training session in the communes, there were more than 250 delegates including: Representatives of the People's Committee, the Vietnam Fatherland Front Committee, the Office of the People's Council and the People's Committee; civil servants of the Office of the People's Council and the People's Committee (in charge of the Judiciary); grassroots mediation trainers, Party Cell Secretaries, Hamlet Chiefs as Heads of the Mediation Teams, representatives of the Front Working Committee; Farmers' Association, Women's Union, Veterans' Association, Elderly Association, Youth Union and prestigious people in the hamlet and residential community. This is the core and important force, contributing directly to the effective implementation of mediation work at the grassroots level, ensuring timely support for people to resolve conflicts and disputes arising in the community, maintaining solidarity, stabilizing social order and raising people's awareness of law observance.

At the training session, delegates were presented with the following topics by the provincial legal reporter: Basic legal contents on grassroots mediation. Topic: Legal knowledge for grassroots mediators (civil field; marriage and family field; land, construction, environmental protection; violations of law and legal responsibilities; other related legal contents). Topic: Professionalism and skills in grassroots mediation (some general issues on conflicts/disputes and conflict resolution; steps to conduct grassroots mediation; grassroots mediation skills; mediation in some specific cases, matters...)

During the training session, the reporter used flexible teaching methods, combining theory and practice, encouraging group discussions, and sharing experiences between the mediation teams to create a positive and proactive learning atmosphere.

The training session took place in a lively atmosphere, with many questions and practical situations being discussed. The mediators expressed their excitement at being updated with new knowledge, and at the same time proposed to organize more specialized training courses to closely follow the practical aspects of each field.

Mr. Do Hong Quang - Head of the Department of Legal Education and Dissemination - Department of Justice of Ca Mau province - Provincial legal reporter said that grassroots mediation activities currently play an important role in maintaining security, order and strengthening the great solidarity bloc in the community. Realizing the importance of grassroots mediation work, as an advisory body to the Provincial People's Committee, the Department of Justice has coordinated with relevant agencies to promote good work in advising on the implementation of effective instructions for the implementation of the Law on Grassroots Mediation and documents guiding its implementation. The Department of Justice regularly guides the People's Committees at the commune level in perfecting the team of mediators at the grassroots level, strengthening training, publishing propaganda materials, organizing competitions for good mediators... Up to now, the province has 1,401 mediation teams with 9,484 mediators, of which Dat Mui commune has 20 mediation teams with 137 mediators, 25 of whom are female mediators; for Cai Nuoc commune, there are 31 mediation teams with 238 mediators, 45 of whom are female mediators. With the number of mediation teams and mediators as above, it has contributed to the mediation work in Dat Mui and Cai Nuoc communes having many positive changes. With the increasingly proactive participation of mediation teams and mediators. Small disputes related to land, family marriage, neighborly relations, etc. are often resolved promptly and in accordance with the law, contributing to limiting the need to bring cases to the prosecution agencies. The activities of mediation teams have had positive changes; the quality and effectiveness of the activities of mediation teams are increasingly improved. In addition, the province has been implementing the model of "5 good grassroots mediation teams" which has also contributed to increasing the rate of successful mediation at the grassroots level. Many localities have a fairly high rate of successful mediation (over 90%, with some mediation teams reaching 100%).

To improve the quality of the training session and promptly overcome shortcomings in the training of mediation skills at the grassroots level. At the training session, the organizing committee distributed survey forms to collect practical, accurate and objective information from the participants. Through the survey, the unit can assess the level of satisfaction, needs, difficulties, as well as the effectiveness of the training session. This is an important basis to help improve the quality of training, adjust the plan to suit the reality, and at the same time enhance the reputation and management effectiveness of the facility in the coming time.
