On October 8, the Ministry of Construction sent a working group to inspect four social housing projects and work with the Hanoi People's Committee on the completion progress in 2025 and the plan and targets for 2026.
The inspected social housing projects include: Social housing project NO1 in Ha Dinh new urban area; CT3 building in Kim Chung new urban area; Social housing projects at plots CT-01 + CT-02, CT-05, CT-06, CT-07 in Thanh Lam new urban area, Dai Thinh 2 and CT1, CT2, CT3 buildings of Thuong Thanh social housing project, Viet Hung ward.
Hanoi achieves 94% of social housing target
Representatives of the Hanoi Department of Construction have reported to the Ministry of Construction in detail on the results of social housing development in 2025. Accordingly, up to now, there has been 1 completed project with about 1,340 apartments; 5 projects are eligible to supply to the market with about 4,635 apartments. Thus, with about 11,334 apartments in the period of 2021 - 2024, the cumulative number of apartments eligible to supply to the market in the period of 2021 - 2025 is 16 projects with about 17,309 apartments.
In addition, there are 6 projects that have started construction and are currently under construction, with about 4,463 apartments; 2 social housing construction investment projects were assigned to investors by the Hanoi People's Committee with a total land use scale of about 5.75 hectares, about 2,166 apartments...
In addition, some dossiers are requesting approval of investment policies and assigning investors to build social housing according to regulations. Of which, 29 projects with a total land use scale of about 69.85 hectares and about 28,300 apartments have been reported for appraisal.
Mr. Ha Quang Hung, Deputy Director of the Department of Housing and Real Estate Market Management, commented that besides the well-performing social housing projects such as those of Vialacera Corporation and HUD Corporation, which have completed the rough construction and are preparing to be topped out, there is still a project of the Joint Venture of Bic Vietnam Company and Him Lam Thu Do Company whose progress is slow and cannot be completed in 2025.
"According to statistics through actual inspection, the projects that have completed the rough construction and topped out include the social housing project for soldiers of the Ministry of Public Security in Co Nhue with 1,340 units; the Kim Hoa social housing project in Me Linh with 720 units; the CT3, CT4 social housing projects of Kim Chung new urban area in Dong Anh with 1,104 units; the social housing project in Uy No, Dong Anh with 466 units; the Thanh Lam Dai Thinh social housing project in Me Linh with 760 units. The total is 4,390 units, reaching 94% of the plan. In the last 3 months of the year, Hanoi city needs to review and urge to achieve the set target," Mr. Ha Quang Hung summarized.

Need real apartments, real value to sell to people
Deputy Minister Nguyen Van Sinh said that Hanoi has done a good job in directing. However, the implementation needs to be inspected and closely monitored. The groundbreaking and approval of the project plan are relatively complete, but the implementation needs to be urged to ensure that the project is completed and the project is qualified for sale, not just satisfied with completing the foundation.
According to the Deputy Minister, apartments at their true value are needed to be sold to people who truly need housing. Hanoi needs to put administrative procedures under special handling, designation, and assignment under the authority of the city, determined not to let the 2025 plan fall behind.
The Deputy Minister also requested Hanoi City to inspect and check social housing prices because social housing prices in Hanoi are at record highs.
"The reason could be that the investor's capacity is not good, prolonging the time, incurring costs, pushing up prices and people have to bear it. Or, the investor takes advantage of inflating prices, creating a foundation for other investors to push up prices further. This is not in line with the policy. Therefore, the price of social housing is high, Hanoi City must immediately control and prevent the exploitation of open policies to push up prices, making it difficult for people to access," the Deputy Minister of Construction assessed.
Deputy Minister Nguyen Van Sinh suggested that Hanoi City should set up a working group to inspect each project and each locality. The Ministry of Construction will regularly discuss with the Hanoi People's Committee and the Department of Construction, remove difficulties and obstacles in writing, and accompany the localities to complete the plan.
