In order to promote macroeconomic growth to achieve the target of over 8% by 2025 while ensuring strict management of land and assets of the State and State-owned enterprises, improving the operational efficiency and production and business of State-owned enterprises, the Prime Minister requests Ministers, Heads of Ministries, ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members/Boards of Directors, General Directors of Groups, Corporations, State-owned enterprises according to their assigned functions, tasks and authorities to focus on directing, implementing synchronously and drastically, improving the operational efficiency and production and business of State-owned enterprises, and at the same time requesting:

1. Corporations, general corporations, and state-owned enterprises: Before October 25, 2025, report to the Ministry of Finance on the results of the business production and business activities of enterprises in the first 3 quarters of 2025, estimated implementation until the end of 2025 (focusing on a number of indicators on revenue, profit after tax, labor use, average income of employees, restructuring and equitization of enterprises...), obstacles, difficulties, problems that need to be resolved and recommendations and proposals for enterprises to successfully complete the growth targets assigned by the owner's representative agency, promote production and business, and improve efficiency for state-owned enterprises.

Based on the above reports, the Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to develop a synthesis report, advise and propose to the Prime Minister the contents that need to be directed to ensure the completion of the tasks of the state-owned enterprise sector, contributing to the country's growth target of over 8% in 2025, and submit it to the Prime Minister before October 30, 2025.

2. People's Committees of provinces and centrally run cities, corporations, general companies, and state-owned enterprises managing land according to Resolution No. 30-NQ/TW dated March 12, 2014 of the Politburo and Conclusion No. 103-KL/TW dated December 2, 2024 of the Politburo on continuing to arrange, innovate and develop, and improve the efficiency of agricultural and forestry companies urgently review the current status of land originating from agricultural and forestry farms, including classifying land used for the right purpose, land used for the wrong purpose, unused land, contracted land, leased land, disputed land, encroached land, solutions and implementation status of Conclusion 103-KL/TW mentioned above according to the direction of the Prime Minister in Directive No. 33/CT-TTg dated September 20, 2024, recommendations and proposals; Complete the report and submit it to the Ministry of Agriculture and Environment before October 25, 2025.

Based on the above reports, the Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and agencies to develop a synthesis report, advise and propose to the Prime Minister the contents that need to be directed in the process of implementing the arrangement, innovation and development, and improving the efficiency of agricultural and forestry companies, paying attention to the contents related to land, and submit to the Prime Minister before October 30, 2025./.
