The Ministry of Justice has announced the appraisal dossier of the draft decree stipulating a number of special allowance regimes for civil servants, public employees, workers and armed forces in public health facilities, anti-epidemic allowance regime; support regime for medical staff in villages, residential groups and midwives in villages and hamlets.

Proposed level of allowance for on-call and surgical staff
According to the draft, the head of the medical examination and treatment facility shall decide on the form of arrangement for employees to work in shifts or overtime based on the actual situation.
In case of shortage of human resources, it is not possible to arrange for workers to work in shifts or overtime, then workers must be arranged to be on duty 24/7.
Regarding the on-call allowance regime, the draft clearly states that employees on duty 24/24 hours a day are entitled to an allowance of 325,000 VND/person/shift. This allowance is applied to special-class and class I medical facilities; the Central Institute of Forensic Psychiatry, the Central Institute of Forensic Psychiatry, Bien Hoa.
The allowance of 255,000 VND/person/shift applies to: class II medical facilities, National Institute of Forensic Medicine, regional forensic psychiatric centers, Military Institute of Forensic Medicine under the Ministry of National Defense, Criminal Technical Examination Department under the Ministry of National Defense, Forensic Examination Center under the Institute of Criminal Science, Ministry of Public Security, Criminal Science Institute under the Ministry of Public Security, Criminal Technical Department under provincial-level Police...
The allowance of 185,000 VND/person/shift applies to: remaining medical facilities, provincial forensic centers, the National Coordination Center for Human Organ Transplantation (for on-call consultation and mobilization for human tissue and organ donation), and out-of-hospital emergency facilities (for on-call at emergency points);
Commune health stations, health stations belonging to commune health stations, military and civilian health stations, military and civilian infirmaries, infirmaries of the people's police... apply an allowance of 70,000 VND/person/shift.
For employees on duty under the permanent outpatient regime, they are entitled to the following allowance: 160,000 VND/person/shift for special-class and class I medical facilities; Central Institute of Forensic Psychiatry, Central Institute of Forensic Psychiatry Bien Hoa.
Grade II medical facilities, National Institute of Forensic Medicine, regional forensic psychiatric centers, Military Institute of Forensic Medicine under the Ministry of National Defense, Criminal Technical Examination Department under the Ministry of National Defense, Forensic Examination Center under the Institute of Criminal Science, Ministry of Public Security... apply the rate of 125,000 VND/person/shift.
The remaining medical facilities, provincial forensic centers, the National Coordination Center for Human Organ Transplantation (for on-call consultation and mobilization of human tissue and organ donation), and out-of-hospital emergency facilities (for on-call at emergency points) will have an allowance of VND 90,000/person/shift.
For commune health stations, health station points belonging to commune health stations, military-civilian health stations, military-civilian infirmaries, infirmaries of the people's police, medical facilities established under the provisions of law on handling administrative violations, facilities for caring for war invalids and sick soldiers, and public social assistance facilities, the rate of VND 35,000/person/shift will be applied...
The draft regulation stipulates that workers on duty 24/24 hours will receive a meal allowance of 40,000 VND. In case of working 24/24 hours on weekdays and weekly holidays, they will get 1 day off in compensation; those on duty 24/24 hours on holidays and Tet will get 2 days off in compensation...
The draft also proposes to increase the allowance for surgery and procedures.

Along with that, the draft also proposes to increase the anti-epidemic allowance for both groups 1 and 2.
Proposing monthly support regime for medical staff in villages and residential groups
Another content, the draft also changes from "allowance regime" to "monthly support regime" for medical staff in villages, residential groups and midwives in villages and hamlets.
At the same time, increase the monthly support level compared to the previous allowance level, ensuring compliance with reality and recommendations of localities.
Specifically, according to the draft, the monthly support level for village and residential group health workers and village and hamlet midwives is equal to 0.7 or 0.5 of the basic salary (2,340,000 VND/month).
In which, level 0.7 applies to village and residential group health workers and village and hamlet midwives working in: villages with 350 households or more; villages and hamlets in disadvantaged communes according to the Prime Minister's Decision; residential groups and neighborhoods with 500 households or more.
Level 0.5 applies to village and residential group health workers and village and hamlet midwives working in the remaining villages, hamlets and residential groups.
The Provincial People's Committee, based on the characteristics, socio-economic development situation, actual needs and budget capacity of the locality, shall submit to the People's Council of the same level for specific regulations on the number of medical staff in villages, residential groups and midwives in villages and hamlets.
At the same time, specify the specific monthly support level for village health workers, residential groups and midwives, but not lower than the prescribed support level...
According to the Ministry of Health, the new draft decree will affect about 640,000 people in the entire public health system, including 520,000 officials and workers at hospitals, medical centers, and preventive facilities, and 120,000 medical staff in villages, hamlets, residential groups, and village midwives.
