- From October 6 to 7, the circulation and storm No. 11 (storm MATMO) caused prolonged heavy rain, causing severe damage to many communes in the province. As of 3:30 p.m. on October 7, 2025, the work to overcome the consequences of heavy rain caused by storm No. 11 is still being urgently deployed by functional forces, Party committees and authorities in many communes with solutions according to the "four on-site" motto to help people stabilize their lives.
Heavy rain, flooding in many places
Heavy rain lasting from the early morning of October 6 to the morning of October 7 created flood peaks in many areas across the province. According to data from the Lang Son Provincial Hydrometeorological Station, in just 24 hours (from 7:00 a.m. on October 6 to 7:00 a.m. on October 7), heavy rain occurred in many places. Specifically: the highest rainfall measured in Quyet Thang (old Huu Lung) was 285mm; Tan Lap 242mm; Tan Tri 232mm, Minh Son 217mm, Bac Son and Huu Lung 208mm, Nhat Tien 197mm, Nhat Hoa 193mm. Soil moisture models show that many areas have reached a state of saturation (over 85%).

Heavy rains caused the water level on the province's major rivers to rise, specifically at 10:00 a.m. on October 7, on the Ky Cung River at Lang Son hydrological station, it was 251.77m, 0.23m below alert level 1; on the Trung River at Huu Lung Hydrological Station, it was 20.20m, 1.2m above alert level 3; on the Bac Giang River at Van Mich hydrological station, it was 192.92, 2.9m above alert level 3. Notably, on October 7, the flood level on the Trung River and Bac Giang River continued to rise.
Due to the impact of heavy rain, the water level of rivers rose rapidly, causing flooding in many communes and villages in the province, traffic congestion, isolation and widespread power outages. Especially in Van Nham, Yen Binh, Thien Tan communes (old Huu Lung district); Nhat Hoa, Tan Tri communes (old Bac Son district); That Khe, Trang Dinh communes (old Trang Dinh district); Na Sam, Van Lang communes (old Van Lang district) are experiencing serious flooding.
Traffic infrastructure such as Provincial Road 242 and National Highway 4A (section through That Khe commune) are deeply flooded, making it impossible for vehicles to travel; landslides occurred on National Highway 1B, National Highway 279 and many other provincial roads, seriously affecting traffic activities.

According to incomplete statistics in 8 communes in the southern area of the province (belonging to the old Huu Lung district), 2,026 houses were flooded and isolated; in Nhat Hoa commune (old Bac Son district), nearly 200 households in Tien Hau village were deeply flooded and completely isolated; in That Khe and Trang Dinh communes (old Trang Dinh district), water continued to rise, the entire That Khe market area was deeply flooded. In Trang Dinh commune alone, about 500 households were flooded in Pac Luong, Na Ao, Doong Na, Keo Lay, Na Chua villages...
Damage to crops and other infrastructure in the communes was also very large. Incomplete statistics show that hundreds of hectares of crops and aquaculture areas were damaged.

Based on the actual damage caused by heavy rains caused by storm No. 11, the Provincial People's Committee and related departments and branches have directed drastic measures to overcome the consequences at the grassroots level. Communes are also mobilizing all forces to support the people.
On October 7, the Provincial People's Committee organized working groups led by the Provincial People's Committee leaders to directly inspect and direct remediation in key areas.

In the communes in the southern region of Lang Son province, the work of supporting people to evacuate and stabilize their housing is being urgently carried out by commune-level forces according to the 4 on-the-spot motto.
In Yen Binh commune, heavy rains and floods have submerged nearly 700 houses and completely cut off 15 villages. Many rural roads are impassable due to deep water. Authorities have arrived at the scene to provide timely assistance to the people.
Ms. Le Thi Phuong, Kep 3 village, Yen Binh commune said: At around 7am on October 7, floodwaters suddenly rose and flooded into the house. Fortunately, local authorities arrived in time to help my family move and move all belongings to the second floor to ensure safety.
Ms. Tran Hoai Trang, Chairman of Yen Binh Commune People's Committee, said: Currently, the commune has suffered heavy damage, with many places flooded such as the villages of Ray, Dong Luon, Dong But, Chang, Lang Ly... To ensure the safety of people's lives and property, the Commune Civil Defense Command has mobilized 2 motorboats and on-site vehicles to coordinate with functional forces to support people in evacuating property of households in deeply flooded areas. At the same time, the commune has also prepared necessary necessities to support people in stabilizing their lives.
In Nhat Hoa commune, rescue work for households in flooded villages has been taking place urgently since the early morning of October 7, especially helping nearly 200 households in Tien Hau village that were deeply flooded.
Mr. Duong Xuan Van, Secretary of the Commune Party Committee, said: Nhat Hoa Commune has mobilized all local forces to support Tien Hau village; the militia and commune police have used motorboats and other means to approach the scene to help people evacuate to a safe area. The commune has taken advantage of the system of cultural houses and schools as temporary accommodation and prepared drinking water and food to supply to the people.

In Vu Le commune, Lieutenant Colonel Luong Dinh Ai, Deputy Head of the Commune Police, said: There were many flooded and landslide areas in the commune... The Commune Police advised the Commune People's Committee to prepare vehicles and forces to organize traffic diversion at flooded and landslide areas; evacuate people and property of households affected by landslides and flooding promptly and effectively, ensuring the safety of people's lives and property.
Not only the forces in the communes, the departments and branches of the province have also focused on directing units to provide maximum support to the communes to assist the people, minimizing damage to people and property.
Lieutenant Colonel Nong Quoc Tuan, Assistant to the Training Department, Staff Office of the Provincial Military Command (CHQS) said: To respond to and overcome the consequences caused by storm No. 11, the Provincial Military Command has directed the mobilization of officers, soldiers and militia in localities in the province to participate in support. As of the afternoon of October 7, the provincial military force has mobilized 455 officers, soldiers and 1,150 militia, along with 8 motorboats, 20 cars, about 1,000 life buoys to deploy to support rescue in vulnerable areas, isolated areas due to storms and floods. On the afternoon of October 7 alone, the Provincial Military Command mobilized 200 officers, soldiers and many other life-saving equipment to That Khe commune, Trang Dinh commune and some communes of the old Trang Dinh district to respond to and overcome the consequences caused by storms and natural disasters.

Along with the military force, the police force also urgently deployed forces and vehicles to support response, rescue and relief in flooded and isolated areas due to storms and natural disasters. Lieutenant Colonel Bui Huy Khanh, Head of the Fire Prevention and Rescue Police Department, Provincial Police said: The unit has assigned 100% of officers and soldiers (CBCS) to be ready to fight, respond to natural disasters, and search and rescue. On October 7, the unit dispatched 7 vehicles, 3 rescue boats, and 45 officers and soldiers to coordinate in carrying out rescue operations in the localities, focusing on areas heavily affected by storms and natural disasters in heavily affected areas such as communes in the old Trang Dinh district, or Bac Son commune... In Bac Son commune alone, the force coordinated to rescue 15 people in 10 households, and supported the relocation of many properties of people and at Bac Son Primary School to a safe place. In addition, units under the Provincial Police, police of communes and wards in the whole province also coordinated well in implementing the "4 on-site" motto to support the relocation of people and properties of people, agencies, and schools to a safe place, contributing to minimizing damage caused by natural disasters.

Lang Son province continues to closely monitor the development of floods and rains, review landslide risk areas and prepare essential supplies to support and ensure people's safety, as well as urgently deploy solutions to restore production after the storm.
