- On the evening of October 7, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep led a working group to survey the partial collapse of the Bac Khe 1 Hydropower Dam in Tan Tien Commune, Lang Son Province and listened to reports on the storm and rain situation in the area.

Also attending were comrade Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, comrade Doan Thanh Son, Vice Chairman of the People's Committee of Lang Son province; leaders of departments and branches of Lang Son province and communes: That Khe, Trang Dinh, Tan Tien...

It is known that the working group of the Ministry of Agriculture and Environment went to survey the actual situation to grasp the detailed situation of the incident, from which they will have a timely handling plan, and at the same time report to the Government on the management of small hydropower plants after this incident.

According to information from the Department of Agriculture and Environment, the incident occurred after 2 days (October 6 and 7) in Tan Tien commune and neighboring communes with continuous heavy rain due to the impact of storm No. 11 (MATMO). Bac Khe 1 Hydropower Plant (installed capacity 2.4M, basin area 325km2, water flow 1,572m3), located in Bac Khe village, Tan Tien commune, had a part of the dam broken. Knowing the situation, the authorities evacuated all people in the downstream area, so the incident did not cause any human casualties. As of 6:00 p.m. the same day, the flood at the headwaters of Bac Giang River continued to rise, maintaining a very large water flow to the lake.

Regarding the dam incident, the spillway system is still operating normally, so the partial dam break did not cause major flooding in the downstream area. However, the rising water level from the Bac Giang River and the river system has caused flooding in some areas of Trang Dinh and That Khe communes as of 7:30 p.m.
According to the direction of the Provincial People's Committee, on October 7, the key task is to continue to evacuate all affected households in flooded areas to higher and safer areas, while ensuring absolute safety during the evacuation process. The functional forces of the province, communes, along with political organizations and unions are urgently continuing to organize the evacuation of people from flooded areas in Tan Tien, Trang Dinh and That Khe communes.

After directly surveying the scene, assessing the extent of damage and listening to the actual report at Tan Tien commune, the working group of the Ministry of Agriculture and Environment and the leaders of Lang Son Provincial People's Committee agreed on response and recovery plans; at the same time, directed to closely monitor the water level and dam status, and maintain 24/7 vigilance.
