Bu Dang builds a government to serve the people

Promoting digital transformation and administrative reform, building a government that serves the people, taking people and business satisfaction as a measure of service quality. This is one of the three breakthrough areas chosen by the 1st Congress of Bu Dang Commune Party Committee to implement in the 2025-2030 term.

Close to the people, close to the people, serving the people

Right from the first days of implementing the two-level local government, Bu Dang commune has had a creative approach in handling administrative procedures (TTHC). Specifically, the commune's Public Administration Service Center (PVHCC) has organized 15 mobile trips to handle administrative procedures for people in remote villages and hamlets. Here, officials directly guided and answered questions, helped people understand the process and complete their documents in accordance with regulations.

Mr. Dieu Tu (residing in Hung Dang village, Bu Dang commune) heard that the Commune Public Administration Center would come to perform administrative procedures for people at the village cultural house, so he came to register his child's birth. The enthusiastic guidance of the center's staff made Mr. Dieu Tu very satisfied. Regarding the procedure, his requests were resolved in a short time. "Today, I came to do the birth registration procedure for my child. I did not expect the procedure to be resolved so quickly. If in the past I had to go back and forth many times, wasting time, now it is very good for the people" - Mr. Dieu Tu shared.

Through the mobile sessions to resolve administrative procedures, Bu Dang Commune Public Service Center received 179 people; received and resolved 120 files related to administrative procedures. In addition to the cadres and civil servants according to their assigned functions and tasks, during the mobile trips, there was direct participation of commune leaders to discuss, explain and propagate to people when they had questions related to administrative procedures.

“With the motto of government serving the people, we have proactively brought public services to remote villages where people often have difficulty traveling and accessing information, and have difficulty using technological devices. We even go to the homes of the elderly and sick who cannot travel to resolve administrative procedures when needed,” said Mr. Le Duc Tu, Deputy Director of the Bu Dang Commune Public Service Center.

Do 5 right

At Bu Dang Commune Public Service Center, hundreds of documents are received every day from people and businesses. However, the work is always carried out in an orderly, quick and transparent manner. This is thanks to the strict application of the "5 rights" principle: right person - right job - right time - right process - right law in every stage of processing.

Since July 1st, although it has not been in operation for long, Bu Dang Commune Public Service Center has achieved remarkable results, especially positive reviews from people and businesses when coming to carry out administrative procedures. Total number of records received by the center: 2,222 records. Of which, 2,209 records were online, 8 records were direct, 5 records were transferred. The online rate accounts for 99.41%. Number of records resolved: 2,173 records; of which 2,163 records were processed before the deadline, reaching 97.34%, and 49 records are being processed within the deadline.

To achieve these impressive figures, in the past time, the Commune Public Administration Center has been assigned 7 civil servants with the right expertise and position. The staff at the center have all been trained in communication skills, technology application and administrative work. Along with that, the center has invested in upgrading facilities: from computer systems, printers, high-speed internet connection to friendly, airy working space, with instruction boards, procedure lookup screens, separate and clear reception and result return areas.

In the solution to build a streamlined, effective and efficient government, the Resolution of the 1st Congress of the Party Committee of Bu Dang commune, term 2025-2030, determined: Continue to promote comprehensive administrative reform in all areas associated with digital transformation. Build an administration on a digital platform, develop digital government, strongly apply information technology in management and operation, shorten processes. Improve the efficiency of serving the people to ensure democracy, modernity, professionalism, discipline, publicity, transparency, enhance accountability and integrity in public service activities, take people's satisfaction as the service goal of state administrative agencies.

Talking about the initial results of the center after the period of operating the 2-level local government and implementing the Resolution of the 1st Congress of the Party Committee of Bu Dang commune, Mr. Le Duc Tu, Deputy Director of the Bu Dang Commune Public Administration Center, added: “We clearly define the role of the center as the face of the commune; a place to serve, not just a place to handle administrative techniques, thereby forming a sense of responsibility, a standard service attitude, close to the people, understanding the people. People coming to the center not only need the procedures to be resolved correctly, but also expect to receive respect, a friendly attitude, easy to understand and support to the end. When the technology infrastructure is not yet complete, the human factor must be promoted even more. Civil servants must proactively learn, handle things flexibly, not blame the system, but find ways to ensure that the files are still returned to the people on time. Another important thing is to be transparent, public and respond promptly to create people's trust. Each file resolved on time is a time to consolidate prestige for local government".

The efforts at Bu Dang Commune Public Service Center not only aim to improve the efficiency of administrative procedure settlement, but also clearly demonstrate the spirit of "Taking people as the center of service" in the administrative reform process. This gradually contributes to building a modern, transparent and people-friendly administration, in line with the general development orientation of Dong Nai province.
