Ca Mau issues Plan to implement Ca Mau Provincial Planning for the period 2021

The purpose of the Provincial Planning Implementation Plan is to:

- Effectively implement Decision No. 1386/QD-TTg dated November 16, 2023 of the Prime Minister on approving the Planning of Ca Mau province for the period 2021 - 2030, with a vision to 2050 (referred to as the Provincial Planning).

- Assign responsibility for presiding over and coordinating between Ca Mau province and central ministries and branches to ensure effective implementation of the Provincial Planning. Synchronize the planning system in the province; ensure consistency between the Provincial Planning and the national master plan, national sectoral planning, regional planning and related planning. Develop policies and solutions to attract resources to implement the Provincial Planning.

- Develop a roadmap for organizing the implementation of programs and projects associated with implementation resources to effectively implement the goals, tasks and solutions of the Provincial Planning; divide investment projects into phases; evaluate the implementation status of priority investment projects during the planning period and make adjustments (if necessary).

- Promote the implementation of transformation and development of sectors, fields and localities in accordance with the planning and strategies related to Ca Mau province during the planning period; create development momentum to create new resources, new spaces and new development opportunities according to the approved Provincial Planning.

- Departments, branches and localities shall study and advise the Provincial People's Committee to develop and promulgate programs, plans, mechanisms, policies and solutions to specify the implementation of the tasks identified in the Provincial Planning Implementation Plan, ensuring consistency and unity with the development goals, key tasks and development orientations in Decision No. 1386/QD-TTg dated November 16, 2023 of the Prime Minister .

Accordingly, the Provincial People's Committee requires that the implementation of the Provincial Planning Implementation Plan must ensure compliance with and inheritance of action programs, plans to implement national and regional planning, and public investment plans approved according to regulations; implement linkages and unification between tasks, programs, and projects of sectors, fields, and localities. Ensure feasibility, flexibility, and conformity with the socialist-oriented market economy institution, the context of international integration, and the province's reality. Mobilize and effectively use resources; " take public investment to lead private investment" to attract investment capital in the development and completion of a synchronous, modern, and interconnected infrastructure system. Allocate investment resources in a concentrated, focused, and key manner, consistent with the ability to mobilize capital, ensure effective use of investment capital, create initiative for all levels, sectors, and localities in implementing plans and investing in socio-economic infrastructure, meeting the needs of digital transformation, nature conservation, biodiversity, etc.

In order to effectively implement the above-mentioned objectives and requirements, in the Provincial Planning Implementation Plan, the People's Committee of Ca Mau province has assigned specific key tasks to each department, branch, and unit for implementation; at the same time, issued a list of priority investment projects to be implemented in the Provincial Planning until 2030 and a number of contents, programs, and projects for development and regional linkage in Ca Mau province.

The Provincial People's Committee assigns the Heads of agencies, units and localities to develop programs and plans for implementation according to regulations. The Department of Finance is assigned to preside over and coordinate with agencies, units and localities to monitor and urge the implementation progress; synthesize and report the implementation results and propose to the Provincial People's Committee arising issues, ensuring effective implementation of this Plan./.
