On the afternoon of October 7, Mr. Duong Tran Binh, Principal of Chi Lang Primary School (Tan Thong Hoi Ward, Ho Chi Minh City), responded immediately after the Lao Dong Newspaper reported on the messages from teachers in the school with the content of mobilizing parents to contribute.
According to Mr. Duong Tran Binh, after receiving feedback from parents of class 1/5 and class 5/6 sent to Nguoi Lao Dong Newspaper, the school promptly reviewed, verified and handled the situation.
The school's Board of Directors has directly worked with the two teachers involved, asking them to write a report to clarify the incident.
Through the report, the two teachers found errors in allowing some parents, including 6 parents of class 1/5, to transfer and pay for the costs of class services. Meanwhile, in class 5/6, the teacher received a transfer from 1 parent to pay.
Regarding the incident, according to Mr. Duong Tran Binh, he accepted responsibility for not promptly detecting the above situation in the classes; at the same time, he affirmed that he had not previously received any official feedback from parents regarding this issue.
"Equipment, supplies and decorations for students in class are not included in the school's general movement plan, but are implemented according to the class's own proposal. These items have been fully documented according to regulations (including proposal papers, minutes of handover of property rights) and are used for the right purpose, serving students during the school year" - Mr. Binh said.

Messages in the 5th/6th grade parent group
According to the Principal of Chi Lang Primary School, the school had previously issued a notice to rectify the activities of the Parents' Representative Board; at the same time, the school had also made public the phone number and email address of the Board of Directors so that parents could conveniently respond and give timely comments.
"The school hopes to receive cooperation, provision of complete, honest and accurate information from parents so that management and rectification of activities can be carried out in accordance with regulations, ensuring the rights and best learning environment for students," said Mr. Binh.

Previously, as reported by Nguoi Lao Dong Newspaper , many parents of Chi Lang Primary School said that in many classes, not only did the parent representative committee mobilize unreasonable contributions, but the homeroom teachers also collected and spent money not according to regulations.
According to many parents of class 5/6, the class initially only planned to contribute to the wall painting, then continued to add items such as flooring and wall cladding to synchronize with other classes... In class 1/5, the homeroom teacher publicly opened an account to receive contributions from parents, even though it was for the decoration of the class, which is also not in accordance with regulations.
Not to mention, some parents also received messages from teachers: "If I decorate the classroom for my child, he will study for all 5 years. If parents participate in contributing, the child will study in the same classroom for all 5 years. If the child moves up a grade or changes classes, he will be placed in a class with the same facilities. If parents do not participate, the child will be given priority to be placed in a class with the basic facilities of a public school."
