Ca Mau realizes its aspiration to become the country's new growth pole

The 2020-2025 term takes place in a context of many intertwined difficulties and challenges: pandemic, natural disasters, climate change, riverbank erosion, saltwater intrusion... deeply impacting all areas of life. However, under the leadership of the Party Committee, the consensus of the government and people, Ca Mau province has still achieved comprehensive and outstanding results in many aspects...

The mark of a difficult term

According to the draft Political Report at the 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030, over the past 5 years, the provincial economy has maintained a stable growth momentum, with an average GRDP rate of more than 7%/year. The economic structure has shifted in the right direction; agriculture and aquaculture have developed in a sustainable direction, adapting to climate change. Ca Mau continues to affirm its position as the "shrimp capital of the country", with output and export value always in the leading group. High-tech shrimp farming models and value chain linkages have been replicated, contributing to increasing income and developing green, circular agriculture.

Ca Mau is famous for its strength in aquaculture.

Industry - energy is a bright spot with dozens of wind power and solar power projects in operation, raising the total capacity to nearly 900 MW; together with gas - electricity - fertilizer plants, Ca Mau has become a key energy center of the Southwest region. Trade, services and tourism have grown quite well, with more than 29 million visitors during the term, revenue reaching over 30,000 billion VND. Economic - social infrastructure has made a breakthrough.

Along with that, a series of important works and projects were deployed such as Can Tho - Ca Mau expressway, Ganh Hao bridge, coastal road, upgraded Ca Mau airport, 1,200-bed general hospital, belt routes and inter-regional connecting roads... creating momentum for the province to break through in the new development space after the merger.

The work of building and rectifying the Party and the political system has received comprehensive attention. The province has completed the arrangement of commune-level administrative units, deployed a two-level local government, and has initially operated effectively. The provincial Party Committee currently has more than 82,000 party members and 1,222 grassroots party organizations, clearly demonstrating unity, solidarity, and innovation. The work of inspection, supervision, and anti-corruption and waste prevention has been strengthened, consolidating people's trust in the Party's leadership.

There has been much progress in culture and society. The poverty rate has decreased sharply, and people's lives have improved significantly. The healthcare, education, culture and sports systems have been invested in synchronously. The movement "All people unite to build a cultural life" and the New Rural Development Program have been widely implemented, changing the face of Ca Mau's countryside.

Looking back over the past 5 years, Ca Mau has overcome challenges, consolidated internal strength, built new position and strength - a premise to enter the 2025-2030 term with the aspiration to rise stronger.

New journey brings Ca Mau to the open sea

At the press conference on the 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030, Head of the Propaganda and Mass Mobilization Department of the Ca Mau Provincial Party Committee Ho Trung Viet said that in the coming years, Ca Mau will have a very special position, no longer called the "end" of the Fatherland, but the gateway to the sea, the new growth pole of the country.

After the merger of Bac Lieu and Ca Mau provinces, the locality entered a new development phase with open space, potential and outstanding advantages. With the motto of action: "Solidarity - Democracy - Responsibility - Breakthrough - Development", Ca Mau province identified 3 strategic breakthroughs: Breakthrough in science, technology, innovation and digital transformation. Identifying this as the most important pillar in the development strategy, the Provincial Party Committee focused on forming the province's Digital Data Center, completing the digitalization of the entire administrative management system, effectively implementing digital government, digital economy, digital society. At the same time, building a center for scientific and technological research, innovation, high-tech production zones and strongly supporting the start-up movement, developing private enterprises at the regional level.

Breakthrough in strong development of marine economy closely linked with national defense and security tasks, firmly protecting the sovereignty of the sea and southernmost islands of the Fatherland, creating the foundation for Ca Mau to become the national center of marine economy, energy and fisheries.

Breakthrough in synchronous planning and strategic infrastructure investment. In particular, in terms of spatial development, the congress document determined that the new Ca Mau province will have two capitals. Accordingly, Ca Mau city (old) will become a modern, civilized urban area, worthy of being the political, administrative, socio-economic and medical center of the province, while Bac Lieu city (old) will be the cultural and social capital, the center of culture, arts, education and training, innovation, trade services and tourism of the province.

The draft political report of the province also clearly stated that, with 22 main targets in the period of 2026-2030, Ca Mau aims for an average GRDP growth of 10%/year or more; GRDP per capita of over 6,000 USD; urbanization rate exceeding the standard; digital economy accounting for at least 20% of GRDP; by 2030, the whole province will have about 20,000 effectively operating enterprises.

At this Congress, in addition to the Political Report, there is also the Action Program of the new Provincial Party Committee to implement the Congress's resolution. "This Action Program is different from the previous ones because it is very specific, with clear people, clear work, clear content, clear implementation roadmap, clear implementation time, clear results...
