
With high political determination and drastic actions, Ca Mau has carried out a real “revolution” in the organization and apparatus arrangement, notably the pioneering implementation of the 2-level local government model. The results that Ca Mau has achieved are extremely important, creating the premise for sustainable development in the new period.
From the "talking" numbers
Attending and chairing the above important conference were comrades: Nguyen Ho Hai, Secretary of the Provincial Party Committee; Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ho Thanh Thuy, Deputy Secretary of the Provincial Party Committee, Head of the Organizing Committee of the Ca Mau Provincial Party Committee.
The summary report at the conference pointed out impressive results in all aspects, demonstrating profound changes in the structure of the province's political system.
Regarding the organization arrangement and streamlining, the whole system has undergone drastic changes. At the provincial Party level, 7 specialized agencies, advisory and support agencies of the Provincial Party Committee have been reduced; 43 internal departments and offices have been reduced; 4 public service units under the Provincial Party Committee have been reduced; and 22 Party executive committees and Party delegations have been terminated.

At the provincial government level, the results were also outstanding with a reduction of 26 departments, branches, and equivalents, along with a reduction of 213 internal organizations such as offices, departments, branches, etc.
For the Fatherland Front and socio-political organizations of the province, 6 agencies and 59 internal organizations have been reduced. These figures show an extraordinary effort in reducing the number of focal points, overcoming the cumbersomeness and overlapping of functions and tasks.
One of the biggest achievements is the arrangement of administrative units. The whole province has reduced 101 commune-level administrative units, from 165 units (in 2017) to 64 units (including 9 wards and 55 communes).
At the grassroots level, the province has also reorganized, merged and reduced 72 hamlets and residential areas. Notably, up to now, 100% of hamlets and residential areas in the province have party organizations (1,395/1,395), and the rate of hamlet and residential area heads who are party members is 93.40%, contributing to firmly consolidating the political system from the grassroots level.
Along with the organizational arrangement is the streamlining of the payroll. Implementing Resolution No. 39-NQ/TW of the Politburo, Ca Mau has closely linked the streamlining of payroll with restructuring and improving the quality of the staff, civil servants and public employees. Up to now, the province has reduced 8,399 payrolls compared to 2017, reaching a rate of 17.50%.

To ensure social security for the redundant staff after the rearrangement, Ca Mau province has seriously and promptly implemented policies and regulations.
As of October 2, 2025, 2,944 cadres, civil servants and public employees have had decisions to retire, with a total budget appraised and allocated for payment of 2,707 billion VND for 2,578 people. For non-professional workers at the commune level, 675 people have retired with a total payment of more than 142 billion VND.
Lessons learned from new models and good practices
Ca Mau's success comes not only from mechanical cuts but also from proactively and boldly piloting new organizational models and concurrently holding positions suitable to local realities.
The province has piloted the concurrent holding of 9 leadership and management positions, typically the model of the Head of the Mass Mobilization Committee concurrently being the Chairman of the Vietnam Fatherland Front Committee, which has been implemented synchronously in 16/16 district-level units (formerly). Similarly, 16/16 district-level units (old) have implemented the model of the Head of the Propaganda Department concurrently being the Director of the Political Center.
The implementation process also shows flexibility, learning from experience while doing. A typical example is the merger of some Departments, such as: Information and Communications with Culture, Sports and Tourism. After the pilot period, it was shown that some problems existed due to lack of synchronization from the Central Government, so Ca Mau decided to reorganize to ensure more effective operations.

After 8 years of implementation, Ca Mau has drawn many valuable lessons. First of all, it is the decisive role of propaganda and dissemination work to create unity of perception and action throughout the entire political system, especially among leaders.
Second , the implementation must have a roadmap, focus, key points, specific task assignment and regular inspection and monitoring.
Third, leaders must promote a sense of responsibility and promptly remove difficulties and obstacles.
Fourth , it is necessary to develop a comprehensive and overall plan with high political determination. Finally, there must be a reasonable and timely mechanism and policy to resolve the regime for the affected subjects.
Continue to improve the apparatus to meet new requirements
Speaking at the conference, comrade Nguyen Ho Hai, Secretary of the Ca Mau Provincial Party Committee, acknowledged and commended the efforts and results achieved by all levels and sectors in the province, and highly appreciated the sacrifice of personal interests of a number of cadres who volunteered to retire early and quit their jobs to contribute to the common success.
Looking to the future, the Provincial Party Secretary emphasized that innovation and reorganization of the apparatus is a long-term task, requiring great perseverance and determination.

He pointed out five groups of tasks and key solutions that need to be focused on in the coming time. In particular, he continued to affirm the policy of the Provincial Party Standing Committee directly leading and managing the organization and staffing. He continued to review and improve the organization in the direction of streamlining, clarifying functions, avoiding overlap, and resolutely merging or dissolving ineffective organizations.
In particular, he requested to combine organizational arrangement with streamlining the payroll and restructuring the staff, ensuring professionalism, quality, capacity and prestige; to promote decentralization and delegation of authority associated with power control; to strengthen the application of information technology and digital transformation.
At the same time, it is necessary to pay attention to planning, training and fostering, especially in-depth expertise in science and technology, digital transformation, and have a mechanism to attract and utilize talents.
Finally, strengthen inspection and supervision work to promptly remove difficulties, replicate good models, and strictly handle individuals and organizations that do not implement or take advantage of the arrangement for personal gain.
With the achieved results and clear orientation for the future, it can be affirmed that Ca Mau has successfully implemented Resolution 18, not only creating a more streamlined, effective and efficient apparatus but also strengthening the trust of cadres, party members and people in the leadership of the Party, creating a strong driving force for the comprehensive development of the province in the new era.
