Initial effectiveness of two-level local government: View from Long Bien ward

After only three months of operation, the two-tier local government model in Hanoi has begun to show its effectiveness. In Long Bien ward, the two important tasks of site clearance and implementation of key projects are clearly highlighted.

Delegates performed the groundbreaking ceremony for the Viet Hung-Cau Bay canal construction project and Cu Khoi reservoir.

On the occasion of the 71st anniversary of the Liberation of the Capital and towards the 18th Hanoi Party Congress, term 2025-2030, Long Bien ward started the project to build the Viet Hung-Cau Bay canal and Cu Khoi regulating lake, one of the key projects on drainage infrastructure and urban landscape of Hanoi city, with a total investment of 972.5 billion VND.

With a project worth approximately a thousand billion VND, large-scale, directly related to 475 households, including 25 households with residential land, 450 households with agricultural land, about 10 resettled households, while the new apparatus has only been officially put into operation for 3 months, but the leaders of Long Bien ward confidently affirm that they will implement the project to ensure progress and quality.

In fact, the ward did not start construction on a "good day", but up to now, it has completed the selection of contractors and site clearance for about 50% of the project area, and is expected to complete 90% of site clearance in 2025.

According to the ward leader, one of the factors that has led to the project's site clearance being successful up to this point is the transparency that has been implemented in all stages, from verifying the origin of the land, counting, planning, organizing compensation payments... with the view of best ensuring the legitimate rights of the people according to regulations; at the same time, strictly handling cases of intentionally causing difficulties, or harassment, and negativity. Thanks to that, despite the large volume of land acquisition, the project has not yet received any complaints.

Ward Party Secretary Nguyen Manh Ha said that to achieve these important initial results, the entire political system must get involved. If the Party Committee simply issues Resolutions and Directives and leaves everything to the government, it will be difficult to succeed. With key projects, Party committees from the ward to the Party cells must get involved, "pulling" the Fatherland Front and mass organizations to participate.

Each industry and organization must not only propagate and mobilize in general, but must have specific tasks with clear responsibilities and progress. If there are any problems, the Standing Committee and the Standing Committee will work together to resolve them. "We do not shout, but show the specific roles and responsibilities of each agency, unit and cadre, especially the leader," said comrade Nguyen Manh Ha.

In addition to the Cu Khoi regulating lake project, Long Bien ward currently has many important infrastructure projects being implemented, including: Long Bien-Cu Khoi drainage line; Cu Khoi pumping station and discharge ditch outside the Red River left dike; 25m road from Co Linh to Cu Khoi; park, lake at planning block G.4/CXKO1, Thach Ban ward.

By 2027, when these projects are completed simultaneously, on schedule with the Cu Khoi reservoir, the eastern area of ​​the capital will have a modern, synchronous drainage and landscape infrastructure system; contributing to fundamentally solving the flooding situation, opening up ecological space, and creating new development momentum for the area.

To ensure the progress of the projects, at the first meeting of the Executive Committee of the Long Bien Ward Party Committee, term I, 2025-2030, discussed and proposed solutions to implement site clearance work in the ward in the last months of 2025 with the "90-day and night campaign to carry out site clearance work"; determined to basically complete site clearance work for key project groups in the last 3 months of 2025.

Along with this important task, the Party Executive Committee is also urgently concretizing the Congress Resolution. In particular, the Party Committee will complete 3 full-term Work Programs and two specialized Resolutions on fire prevention and fighting and management of public land and agricultural land in the area.

Standing Deputy Secretary of the Party Committee Nguyen Thi Thu Hang said that the comrades in the Standing Committee and the Standing Committee of the Ward Party Committee also regularly go to work at the grassroots level, attend Party cell meetings to grasp the situation, listen to the opinions of cadres, party members and people, and from there have timely instructions to resolve. Regarding people's issues regarding environmental sanitation, trees, lighting, etc., the Party Committee will immediately direct the Ward People's Committee to promptly resolve them, aiming at the goal of building a truly bright-green-clean-beautiful area.

Ward Party Secretary Nguyen Manh Ha affirmed that the entire Party Committee, government and people of Long Bien ward will continue to promote the spirit of solidarity, discipline, and order, uphold the responsibility of each Party Committee, each cadre and Party member, focus on comprehensively completing the socio-economic development targets for 2025, creating a solid foundation for the next stage.
