Vietnam Railways Corporation said that the complete handling of self-opened walkways according to Decision No. 358/QD-TTg in 2020 approving the Project to ensure order in traffic safety corridors and the complete handling of self-opened walkways through the Project to ensure order and traffic safety are at risk of being behind schedule.

One of the important milestones of the project is to completely eliminate illegal walkways by 2025. However, so far, only 672 illegal walkways have been eliminated or fenced off, leaving 3,352 remaining.

Similarly, other projects and items are very behind schedule compared to the plan. Specifically, the construction of 19.741km/650.219km of service roads and fences is currently only 3.03%; Cross-road construction: 3/297 roads, reaching 1.01%; Underpass construction: 2/149 tunnels, reaching 1.34%. The construction of a special railway overpass with the national railway at Km76+970, Kep - Ha Long - Cai Lan railway line, is under the responsibility of the Vietnam National Coal - Mineral Industries Group , but this group has not yet implemented it.

The reason for this situation, according to the Vietnam Railway Corporation, is that many localities have not prioritized allocating local budget funds to build fences and access roads to eliminate self-opened paths as required by Decision 358. Localities have been slow in implementing the situation; the volume of implementation is still small compared to the plan. Most localities have only stopped at the step of making and approving plans.

On the other hand, the funding source for investing in the construction of level crossings, underpasses, overpasses, etc. has not been allocated by the competent authority according to the roadmap of Decision 358.
