According to information from the Ministry of Education and Training media, the meeting was attended by representatives of the Ministry of Public Security, the Government Cipher Committee, the Ministry of Science and Technology and universities.
Previously, on September 29, the Ministry issued a Decision to establish a Steering Committee to develop a Project to organize the High School Graduation Exam on computers, headed by Deputy Minister Pham Ngoc Thuong.
The first meeting discussed the timeline, implementation roadmap, question bank development, exam software and legal document system for the exam. Many opinions said that schools need to familiarize students with the computer-based exam format before changing the high school graduation exam format. At the same time, preparing infrastructure and technical procedures for the exam is one of the key tasks that need to be carried out in the coming time.

According to the plan, in April-May 2026, the Ministry will test computer-based exam questions with a scale of about 100,000 candidates, in order to complete the question bank and prepare for a large-scale exam. By July 2026, the Project will be submitted to the Government for consideration and promulgation.
From October to December 2026, the Ministry of Education and Training plans to issue procedures and regulations for computer-based testing, and at the same time guide localities in selecting pilot testing sites for 2027. During the period of February to May 2027, testing of test questions at planned testing sites will be conducted.
By June 2027, the Ministry plans to organize the High School Graduation Exam on computers at eligible locations and on paper at the remaining locations in parallel, marking an important step in the process of modernizing the national examination system.
