That was the direction of comrade Ngo Vu Thang, Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Provincial Bank for Social Policies (BSP), at the meeting to evaluate policy credit activities in the third quarter of 2025 on the morning of October 21.

According to the report, in the first 9 months of the year, policy credit activities in the province continued to be effective, closely following the direction of the Central Government and the province. Preferential capital has contributed significantly to sustainable poverty reduction, new rural construction and ensuring social security.

Total outstanding loans reached nearly 4,860 billion VND, however, the capital entrusted from local budgets only accounted for about 9%, lower than the national and regional average. The average outstanding loan per customer is currently at 36 million VND, while the demand for loans for production and job creation is still very large.

Ms. Quach Thanh Thoang, Director of the Employment Service Center, Department of Home Affairs, said: Since the beginning of the year, about 12 billion VND has been disbursed to support workers going to work abroad, helping workers reduce financial pressure before leaving the country. However, the access rate is still low, with only 108 out of more than 1,100 workers going abroad.

However, one of the current outstanding challenges is that overdue debt continues to increase, accounting for 2.54% of total outstanding debt, 10 times higher than the national average. The situation of borrowers leaving the locality is common with more than 9,200 cases, causing difficulties in debt collection. Some localities are still not really interested and lack initiative in handling difficult-to-recover loans.

Regarding this issue, Chairman of the Provincial Farmers' Association Nguyen Hoang Thoai shared: After the province's merger, many communes completely changed their key staff, leading to limitations in understanding and implementing credit operations. The Association has organized inspections and assessments of savings and loan groups, and at the same time increased training for grassroots forces. In the coming time, the Association will continue to review due debts, frozen debts, direct interest collection, reduce overdue debts, and strive to complete the targets for the fourth quarter and the whole year of 2025.

Regarding the financial sector, Mr. Huynh Cong Quan, Director of the Provincial Department of Finance, said that after completing the administrative boundary consolidation, the financial sector is coordinating with the Social Policy Bank to develop a medium-term capital allocation project and a plan to use the remaining capital in the year. According to the set target, it is necessary to add about 246 billion VND before December 31, 2025 to meet the needs of policy credit programs. However, to ensure progress, the Social Policy Bank needs to soon complete the project, clearly identify the loan program and beneficiaries to submit to the Provincial People's Committee for appraisal and the Provincial People's Council for approval in the November meeting.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ngo Vu Thang emphasized that in the new context after the province's merger, the implementation of policy credit needs to be organized more closely, effectively and synchronously. The Vice Chairman requested the Provincial Social Policy Bank to coordinate with sectors and localities to strengthen debt review and classification, speed up the disbursement of outstanding credit programs . At the same time, promote communication of preferential credit policies, especially loan programs for students according to Decision No. 29/2025/QD-TTg dated August 28, 2025 of the Prime Minister .

In addition, he requested to promptly complete the medium-term capital allocation project for the 2025-2030 period, and adjust the overlapping and inconsistent directive documents after the merger. Commune-level People's Committees need to be proactive in debt collection, clearly define the responsibilities of each level, and ensure that eligible policy beneficiaries have access to loans. The goal is to reduce the overdue debt ratio to below 1% by the end of 2025, contributing to stabilizing people's lives and promoting socio -economic development of the whole province.
