The plan determines that by the end of 2025, the province will provide 982 online public services, each public service generating at least 1,000 records/year and meeting the requirements of providing 100% electronic results, reusing information and data (not applicable to low-frequency administrative procedures, compliant subjects and in specific fields). The province will provide full-process online public services for 82 groups of administrative procedures according to the Project on Developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030 (Project 06); List of integrated online public services, provided on the National Public Service Portal in 2022; List of priority online public service groups to be restructured, integrated, and provided on the National Public Service Portal in 2024 and priority administrative procedures.

At the same time, complete the restructuring of 100% of administrative procedures; build and provide online public services throughout the process under the jurisdiction of the provincial and communal levels according to a centralized model, integrated on the National Public Service Portal. Online public services are assessed on the quality of user experience and meet at least 4 groups of criteria: Having interactive electronic forms and automatically filling in data into electronic forms when available in national, ministerial, branch and local databases; the average time from logging in to successfully submitting online public service records is under 8 minutes; the average time from receiving and processing records to returning online submission results is reduced by at least 20% compared to direct submission; the satisfaction rate when using online public services is at least 90%.
