Faced with the complicated developments of storm No. 12 (Fengshen) and the risk of prolonged heavy rain causing widespread flooding, on the afternoon of October 20, Vice Chairman of the People's Committee of Da Nang City Tran Nam Hung chaired an urgent meeting with wards, communes and related departments and branches to deploy response work.

“This is a storm with light winds but heavy rain. The rain from October 23 to 26 is forecast to be very heavy, especially heavy in some places, with the potential risk of deep flooding, landslides and isolation of many areas. If not well prepared, the damage will be very large,” Mr. Hung emphasized at the meeting.

According to the Da Nang City Civil Defense Command, irrigation and hydroelectric reservoirs in the Vu Gia - Thu Bon river basin are currently operating normally, and the water levels of the rivers are below alert level I. However, according to the Central Hydrometeorological Station, storm No. 12 is strong, moving quickly and is capable of causing very heavy rain and gusts of wind at level 13-16. It is forecasted that on October 23-26, the Da Nang area will have widespread rain of 100-200mm, with some places having over 300mm.

Faced with this situation, the People's Committee of Da Nang City requested wards and communes to immediately activate the "4 on-site" plan, ready to evacuate people from low-lying areas, riverside areas, and areas at risk of landslides. The city also mobilized about 300 small and medium-sized boats from the armed forces, militia, unions and volunteer organizations to deploy in key wards and communes.

These boats will be used to assist in transportation, rescue and supply essential goods to people in deep floods. The city is studying a plan to distribute life jackets and life buoys to people in high-risk areas.

The Vice Chairman of the City People's Committee assigned Lieutenant Colonel Nguyen Huu Ich, Deputy Commander of the City Military Command, to directly command the mobilization of rescue boats, ensuring that all vehicles, fuel and forces are always ready. "Everything must be at the highest level of readiness. When a situation occurs, there must be people, boats and gasoline immediately," Mr. Hung directed.

According to the leaders of the People's Committee of Da Nang City, the possibility of exceptionally heavy rain is entirely possible. Therefore, the spirit at this time must be proactive, urgent and with the highest responsibility, not letting anyone be passive when storm No. 12 makes landfall.

It is known that by the afternoon of October 20, the entire city of Da Nang had more than 4,100 fishing boats with more than 21,000 workers, of which 264 boats were still operating at sea. The city's Border Guard continuously sent out warning signals, calling on boats to urgently move out of the danger zone, find a safe anchorage; at the same time, prepare rescue forces and vehicles in case of an emergency.

The City People's Committee requested people to proactively stock up on enough food, water and medicine for at least 3 days, to avoid the situation of "waiting until the storm comes to buy instant noodles". "Do not be passive, do not let people be isolated, hungry and cold. For any households in difficulty, the government will provide timely support," Mr. Tran Nam Hung emphasized.

The Department of Agriculture and Environment of Da Nang is assigned to closely monitor the flood situation, assess the risk of landslides in mountainous areas; the Department of Construction inspects works at risk of flooding, reinforces drainage systems, and marks flood water levels to serve long-term disaster prevention and control work.

Concluding the meeting, the Vice Chairman of the City People's Committee requested departments, branches and localities to complete all preparations and bring the reservoir water level back to the safe level as prescribed before 5:00 p.m. on October 22. The entire government system must be proactive and closely coordinated, not to be passive and surprised when storms and heavy rains occur.

As reported by CAND Newspaper, due to the impact of prolonged heavy rain, the coastal area of ​​Hoi An (Hoi An Tay Ward, Da Nang City) continues to experience serious landslides, affecting many tourist works and coastal houses. On October 20, Vice Chairman of Da Nang City People's Committee Tran Nam Hung directly inspected the scene and directed relevant units to urgently deploy response measures to prevent landslides from spreading.

The Vice Chairman of the City People's Committee also assigned departments, branches and local authorities to coordinate with owners of tourist establishments, restaurants and hotels along the coast to immediately deploy temporary measures to ensure the safety of people and property. Mr. Hung emphasized that it is necessary to proactively respond to all situations, and at the same time research long-term, sustainable solutions to protect Hoi An's coast, adapting to increasingly complex erosion developments.

Irrigation reservoirs in Hue city are at 76% capacity with a capacity of 85 million m3/113 million m3.
