The forum focused on four topics: Private economic development associated with digital economic transformation; heritage economy and private enterprises; linking the Central region innovation network; Hue E-Commerce Day 2025 and creative exhibition connecting heritage and technology.

Spearheading digital transformation and private economy

The Politburo has issued four breakthrough resolutions to develop the country: Resolution 57 on promoting science, technology and innovation; Resolution 59 on proactively integrating deeply into the international community; Resolution 68 on developing the private economic sector; and Resolution 66 on comprehensively reforming the work of building and enforcing laws. In particular, Resolutions 57 and 68 have strategic significance in economic development, emphasizing the need to support private enterprises in technological innovation, improving competitiveness, participating in the digital transformation process, and closely linking with the country's digital economic development process.

In Hue, strategic orientations on science , technology, innovation and digital transformation have been materialized in the city's development practices and brought about many achievements. The city's Local Innovation Index (PII) in 2025 rose to 5th place nationwide.

However, Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, frankly admitted that the gap between digital government and digital economy and digital society is still quite large when the level of technology application in enterprises is not uniform. The number of science and technology enterprises and innovative startups is still small, facing many difficulties in capital, market and lack of specific support mechanisms. The commercialization of research results and technology transfer has not achieved the desired results, while many traditional industries are at risk of losing market share if they do not promptly innovate technology.

According to Mr. Nguyen Xuan Son, the city needs to focus on a number of breakthrough orientations in training and developing digital human resources; perfecting digital institutions and data platforms to create competitive advantages; investing in service platforms and high-tech applications. Developing an innovation ecosystem associated with socio-economic development, focusing on building innovation centers, business incubators, open creative spaces and venture capital funds, creating a favorable environment for nurturing ideas, testing technologies, commercializing new products, building digital platforms to support innovative startups, helping to connect investors, experts and the startup community faster. At the same time, research and implementation of specific financial mechanisms, including venture capital funds for innovative startups, need to be focused on removing capital bottlenecks and encouraging potential breakthrough projects.

Within the framework of the forum, delegates focused on assessing digital economic development trends globally, lessons learned from countries and localities, and from there, drawing strategic suggestions for Hue.

Dr. Nguyen Dinh Chuc, Director of the Vietnam and World Economic Institute, recommended that Hue City should create a flexible environment that is highly adaptable to the digital age. Promote synergistic cooperation between the government, universities, businesses and social organizations for innovation and sustainable development. Apply tax incentives and evaluate the effectiveness of tax expenditures to ensure a multiplier effect for a "Smart Government". Shift from promoting by scale to promoting by technology, eliminating waste and transforming non-value-added activities in the chain. At the same time, emphasize promoting data openness, encouraging open data policies and open access to digital resources of administrative agencies to facilitate access for people and businesses.

For the private sector, Dr. Nguyen Dinh Chuc also said that enterprises need to focus on digital transformation strategies such as exploiting data and platform technology; organizing and using information to reduce risks and increase competitiveness; promoting digital transformation with AI and Big Data. Innovating new business models and markets such as: e-commerce and digital marketing; building membership models to connect brands and personalize services; global value chains.

Experts also focused on analyzing the role and development model of private enterprises in the digital age, especially how to exploit local cultural identity and heritage to create products and services with their own mark. Enterprises participating in the forum also shared their experiences in building a digital transformation ecosystem to support small and medium enterprises, and technology solutions from large digital platforms to promote business model innovation, enhancing competitiveness for the private economic sector.

Speaking at the forum, Vice Chairman of the City People's Committee Phan Quy Phuong emphasized that, with the Central Government's guiding viewpoint and Hue's green, smart and unique development strategy, Hue wishes to listen to the opinions of experts on private economic development, heritage economy and green, sustainable economic development to be able to implement locally.
