Vinh Loc commune was formed on the basis of merging 4 communes: Vinh Hung, Vinh My, Giang Hai and Vinh Hien of the old Phu Loc district. The process of building new rural areas in Vinh Loc is currently facing some difficulties because each previously merged locality has a different level of building new rural areas.

Vinh Hung Commune (old) was chosen to build a smart NTM commune model with a focus on three pillars: developing digital government, digital economic entities and developing digital society in rural areas. To implement e-government, the Commune People's Committee has built a smart commune monitoring and operating room that integrates data from e-government systems; monitoring systems to serve the management of commune-level government. The implementation of the digital transformation program was deployed by Vinh Hung according to the motto "shared infrastructure, centralized database" and unified and synchronized. Thereby, a smart NTM model has been gradually formed, contributing to enhancing the role and activities of the community through the application of digital transformation.

Mr. Le Van Thang, Director of Vinh Hung Agricultural Cooperative, said that promoting the application of digital technology in building new rural areas has contributed to promoting rural economic development, improving people's quality of life, and gradually narrowing the gap in service quality between rural and urban areas.

In 2020, Vinh My achieved the NTM standard with outstanding criteria, creating a premise for building a commune that meets the advanced NTM standard. With the locality's advantages, Vinh My focuses on developing the small-scale handicraft sector, building concentrated and large-scale commodity production areas, mobilizing and effectively using resources for agriculture and rural areas to build a quality commodity agriculture associated with the processing industry. Along with that, the locality focuses on restructuring agriculture associated with the development of services and small-scale handicrafts; promoting cooperation, linkage, application of scientific and technological advances and linking production with the market. This is the core issue for Vinh My to continue to strive for the commune to meet the advanced NTM standard in the following years.

Vice Chairman of Vinh Loc Commune People's Committee, Mr. Pham Van Dao shared that implementing the 2-level local government model, Vinh Loc was formed from the merger of 4 administrative units, so it encountered some difficulties in the process of building new rural areas in the next phase. Because there is no new set of criteria on new rural areas to apply in the current phase to suit the 2-level local government model, the locality is still carrying out the task of building new rural areas according to the approved planning of previous communes. While Giang Hai commune (old) is struggling to achieve the new rural criteria, Vinh Hien commune (old) is planned to build a sub-regional central urban area, with the function of a commercial and tourism center, a bridge for goods exchange between coastal communes and key economic centers in the area. This issue poses a challenge for the locality in determining roles, tasks, goals, and specific solutions, in accordance with the implementation capacity and harmonious investment support in all areas of rural development of the entire Vinh Loc commune.

Soon issue new set of criteria

The set of NTM criteria is an important tool to specify the goals of NTM construction; at the same time, it is the basis for determining the roles and tasks of program implementation of agencies, departments, and organizations at all levels.

Mr. Le Thanh Nam, Deputy Chief of the Hue City New Rural Area Coordination Office, said that the Central Government is currently developing a set of new rural area criteria for the 2026-2030 period and is consulting with ministries, branches and localities. The issuance of the set of national criteria for new rural areas at all levels for the 2026-2030 period will help agencies and localities have a legal basis and unified application in planning, directing implementation and evaluating the results of implementing new rural communes, piloting the construction of modern new rural communes in places with conditions and at the provincial and municipal levels to complete the task of building new rural areas in the 2026-2030 period. At the same time, it must ensure consistency with the 2-level local government model, especially with the scale of the communes after the rearrangement, as well as the development level of the communes.

According to Mr. Le Thanh Nam, the set of criteria for NTM at all levels in the period of 2026 - 2030 needs to further strengthen decentralization and delegation of authority, creating flexibility when regulating the level of standard achievement to suit the reality and development needs of each locality. At the same time, the criteria should be quantified to the maximum by measurable indicators to accurately and objectively assess the implementation results, ensuring the mobilization and effective use of investment resources. For wards in the area formed from the arrangement with a number of communes and with agricultural land area accounting for 70% or more of the total natural land area of ​​the ward, it is necessary to allow proactive selection of a number of criteria suitable to the actual conditions, economic, cultural and social characteristics of the ward to direct and guide the implementation of the ward's construction to complete the task of NTM construction.
