At the conference summarizing 50 years of literature and art in Ho Chi Minh City held on October 18, Secretary of the City Party Committee Tran Luu Quang said that the city had allocated land to investors to implement a commercial housing project in the Ben Nha Rong area (old District 4). However, the Standing Committee of the Ho Chi Minh City Party Committee agreed to stop this project to reserve land to expand the Ho Chi Minh Cultural Space - one of the city's symbolic works in the future.

According to the City Party Secretary, the Nha Rong Wharf area will be re-planned in an open direction, combining parks, public service areas and cultural spaces, while expanding Nguyen Tat Thanh Street to connect the central area's traffic infrastructure. "The economic value of the project is huge, but in terms of legality and long-term development orientation, the city needs to prioritize cultural spaces and community benefits," Mr. Tran Luu Quang emphasized.

Nha Rong Wharf – now Ho Chi Minh Museum – Ho Chi Minh City branch is the place that marks the historical event of June 5, 1911, when the patriotic young man Nguyen Tat Thanh left the Fatherland on the ship Amiral Latouche-Tréville to find a way to save the country. Not only is it a special national relic, this place is also a cultural symbol and pride of the people of Ho Chi Minh City for more than a century.

Therefore, stopping the housing project to expand the Ho Chi Minh Cultural Space is not only an administrative decision, but also a message about respecting the past, preserving "urban memories" in the midst of an ever-changing urban space. Many people in Ho Chi Minh City expressed their support for this policy. They believe that instead of building more commercial high-rise buildings, the Ben Nha Rong area should be planned into an open cultural space, where people can proudly introduce the history, people and identity of Ho Chi Minh City to domestic and foreign tourists.

According to VTC News Electronic Newspaper reporters, the planned area for the expansion of Ho Chi Minh City Cultural Space is located in a prime location along the Saigon River, adjacent to Nguyen Tat Thanh Street - the gateway connecting the center with the South of Ho Chi Minh City.

Previously, in 2017, the Ho Chi Minh City People's Committee approved Ngoc Vien Dong Urban Development Investment Company Limited (related to Van Thinh Phat Group) to be the investor of the Nha Rong - Khanh Hoi Complex, with a total capital of more than VND 11,000 billion. However, the project was later stalled due to legal problems, and the controlling capital was seized to serve the investigation.

In that context, the city's decision to stop the housing project and shift to developing public cultural spaces is considered a reasonable step, both to remove legal bottlenecks and to reshape the appearance of the central area in the direction of "culture - people - sustainable development".

According to Secretary of the City Party Committee Tran Luu Quang, expanding the Ho Chi Minh Cultural Space at Ben Nha Rong is part of the strategy to develop Ho Chi Minh City into a creative, dynamic, civilized and internationally integrated city. This area will be planned into a cultural - artistic - riverside landscape complex, creating a unique highlight for the city center.

Urban experts say that if implemented in the right direction, Ben Nha Rong could become the “cultural heart” of Ho Chi Minh City – a place where history and modernity, tradition and innovation intersect. This will also be a space for residents and visitors to feel more clearly the spirit of the city named after Uncle Ho – dynamic, creative but always preserving its roots.

The decision of the Ho Chi Minh City Party Committee is considered a vision of “development without compromise” towards a city that is not only economically strong but also rich in cultural and human values. People expect that the Ho Chi Minh City Cultural Space, when expanded, will become a new highlight, contributing to bringing the city to international stature – both modern and rich in Vietnamese identity.
