Can Tho City is actively implementing the "Digital Literacy for All" movement, aiming to popularize information technology knowledge, skills in using online public services and raise awareness of digital safety for all classes of people.
This is an important step so that no one is left behind in the national digital transformation process.
According to the orientation, the city focuses on 3 main groups of solutions. Specifically: The city expands the propaganda network, disseminates digital knowledge through the loudspeaker system, community activities, schools, Women's Union, Youth Union... with simple, easy-to-understand, easy-to-access compiled content, helping people quickly grasp how to use smartphones, install applications, make electronic payments or submit applications online.
In addition, the city promotes the organization of free "Digital Popular Education" classes at cultural centers and information houses of hamlets and wards.
Youth union members, student volunteers and young cadres will directly "hold hands and guide" the elderly, freelance workers, farmers..., helping people know how to look up administrative procedures, make medical appointments or participate in safe online shopping.
In particular, Can Tho focuses on developing basic digital infrastructure. The government coordinates with telecommunications companies to expand Internet coverage, support suitable packages for people, equip public computers in libraries, committee headquarters...
Grassroots staff are trained to become “digital instructors,” ensuring that each commune and ward has someone in charge of supporting people in practicing digital skills.
According to the 2025 digital transformation plan, Can Tho aims to build the city into a dynamic center of the Mekong Delta region in the digital age.
Can Tho strives for 100% of qualified administrative procedures to be provided online; more than 90% of work records at administrative agencies to be processed online; the satisfaction rate of people and businesses when handling procedures to reach over 90%.
In the field of digital economy , the city aims for the digital economy to account for at least 30% of GRDP, e-commerce to account for over 15% of total retail sales, and at least 50% of small and medium-sized enterprises to participate in business in the digital environment.
For a digital society, Can Tho aims for over 85% of adults to have electronic payment accounts; 80% of the population aged 15 and over to use smartphones; 100% of households to have broadband Internet; 70% of adults to have basic digital skills.
Along with that, the city focuses on network safety and security with 100% of information systems of state agencies classified and guaranteed to be safe; over 90% of systems reaching basic safety levels or higher.
Digital infrastructure will be developed synchronously, with 5G coverage in urban areas and industrial parks, and specialized databases will be completed to connect with the national database./.
