Therefore, the General Secretary suggested that the introduction of personnel to participate in the new Central Committee must put the interests of the Party, the nation, and the people above all; ensure balance and harmony between standards and structure; between inheritance, stability, and development; between universality and specificity; between training expertise and strengths and practical capacity; between prestige, work experience, and development direction.

In particular, it is necessary to promote the quality, efficiency, work products and dedication of cadres as the criteria for selection. The core requirements are quality - capacity - prestige - integrity - efficiency; dare to think, dare to do, dare to take responsibility for the interests of the nation and people; be close to the people, respect the people, and serve the people.

Only by doing so can we have a truly exemplary, clean, strong Central Committee team, a center of solidarity, with enough leadership capacity to successfully implement the resolutions set forth by the Congress.

The country is entering a new stage of development, introducing personnel to join the Central Executive Committee is not only for the next 5 years, but also long-term preparation for development until the mid-21st century.

Therefore, according to General Secretary To Lam , the selection of personnel "must focus on the factors: Virtue - Strength - Talent" of the cadres; evaluate correctly, select correctly, not miss out those who are truly virtuous and talented, and certainly not let opportunists and those who seek positions and power "slip into" the Central Committee.

This is a viewpoint that is deeply concerned by many cadres, party members and people across the country.

“Virtue - Strength - Talent” is a short way of saying the typical, outstanding qualities that the Central Executive Committee's personnel need to achieve, to have enough courage, intelligence, and prestige to solve strategic tasks; to promptly, correctly, and effectively handle complex situations related to the cause of building, developing, and protecting the country, and the survival of the regime.

Having "virtue" so that when they become members of the Central Committee, key leaders in departments, ministries, branches and localities, they will be exemplary in conscience and honor; have the ability to unite cadres, party members and people to carry out the tasks assigned by the Party and State; wholeheartedly and wholeheartedly contribute to work, putting the interests of the nation and people first and foremost.

"Virtue" is the root, the goodness, the dignity and conscience of human beings.

With “Virtue”, there will be “Strength” for Central Committee members - high-ranking leaders of the Party to overcome difficulties and challenges, not fall into individualism, not be greedy for fame, power, titles, and benefits; know how to be ashamed of themselves when having wrong thoughts or doing wrong things and stop in time.

Having "Strength" means having the courage to face trivial temptations to preserve one's reputation and that of the Party.

The people do not like to hear flowery words. The people believe and expect the greatness of the Party to be proven by concrete results, coming from the meals of each family, from the actions of "milk for the children, silk for the elderly ", as General Secretary To Lam simply said.

Taking work efficiency and the level of dedication and sacrifice for the common good; taking the spirit of daring to think, daring to do, daring to take responsibility, innovation and creativity as a measure to evaluate and introduce personnel to participate in the Central Executive Committee is a way of personnel work that both ensures principles and flexibility so as not to miss out on talents, creating an environment for talented people to promote their strengths, and best serve the work entrusted to them by the Party and the people.

Selecting and introducing “talented” people to the Central Executive Committee is so that the Party has a team of leaders who are capable of analyzing jobs and tasks in a strict and scientific manner, and making strategic forecasts to ensure the development of the country. President Ho Chi Minh once concluded: "If you know how to use people, you will not have to worry about a lack of cadres." Personnel preparation for the Party Congress must thoroughly grasp the viewpoint of "knowing how to use people."
