Cao Bang overcomes consequences of storm No. 10, proactively responds to storm No. 11

After the heavy damage caused by storm No. 10, the government and people of Minh Khai commune, Cao Bang province joined hands to rebuild houses, clean up, and repair traffic routes that had been flooded for many days. At the same time, the whole commune also proactively deployed measures to respond to storm No. 11.

Heavy damage after storm No. 10

After prolonged heavy rains caused by storm No. 10, Minh Khai commune, Cao Bang province became one of the localities that suffered heavy damage.

Since the evening of September 29, heavy rains have continuously poured down, causing landslides on hillsides and river water to overflow into fields, causing widespread flooding. Almost 15 hamlets in the area have been affected, many roads and bridges have been severely damaged, making people's travel and production almost paralyzed.

According to the report of the Commune People's Committee, although there were no human casualties, the material consequences were huge. Many households had their house foundations collapsed, their roofs blown off, their walls damaged, and many public works affected.

In Po Bau hamlet, rising river water eroded the foundation of Ly Thi Huyen’s house, threatening her family’s mechanical workshop. On the night of September 29, the Commune Disaster Prevention and Control Command mobilized police, militia and local people to help urgently evacuate people and property from the danger zone.

In Na Ke hamlet, a household had its slope behind its house collapse, 30 cubic meters of rock and soil flooded in, breaking the main column and completely damaging the back wall.

In Pac Nam hamlet, the storm tore off more than 50 square meters of roof. Even Minh Khai Kindergarten, Booc Luong branch, showed signs of subsidence and cracked walls, forcing students to temporarily stop going to school for inspection and repairs to ensure safety.

The floods also severely damaged the commune's transportation system. On Provincial Road 209 and 209A, many sections suffered landslides with hundreds of cubic meters of earth and rock, some from 200-300m high slopes down, blocking the road, causing traffic congestion.

In particular, at Km2+300 of Provincial Road 209A, landslides forced 3 households to evacuate urgently. In the Duc Hanh and Khau Sliêm hamlets, many inter-hamlet roads were also flooded with rocks and soil, making some areas impassable for cars.

Bridges, considered the traffic arteries of Minh Khai commune, were also seriously affected.

Pac Cung Bridge, connecting Provincial Road 209 to Chong Ca hamlet, was washed away by floodwaters after garbage and strong currents caused the water level to rise. More than 60 households with 235 people in Chong Ca hamlet were isolated, with only a detour to Bang Van commune ( Thai Nguyen province).

Na Xen Bridge lost its central pillar and its abutment was eroded, while Khuoi Duoc Bridge collapsed completely. In addition, four small bamboo bridges were washed away, making travel and production extremely difficult for local people.

Not only the traffic, the clean water infrastructure of the commune was also damaged when heavy rains caused concrete pillars to fall, and more than 100 meters of pipelines to break. More than 19 hectares of crops were flooded, 124 ducks and nearly 1 ton of fish were swept away.

The government and people urgently overcome the consequences and prepare response plans for storm No. 11.

Faced with the complex natural disaster situation, the People's Committee of Minh Khai commune has deployed the "4 on-site" motto: on-site command, on-site forces, on-site means and on-site logistics.

All police forces, militia, organizations and people of 15 hamlets were mobilized to overcome the consequences of storm No. 10, clear roads, clear rocks and soil, reinforce landslides, and ensure people's safety.

While the recovery work was being carried out, information about storm No. 11 continued to affect the area, Minh Khai commune immediately urgently changed the status from "recovery" to "preparation to respond".

The People's Committee of the commune has reviewed areas at high risk of landslides and made plans to evacuate people from dangerous areas.

A special case is the family of Mr. Trieu Van Hoi, in Nam Tan hamlet, Minh Khai commune. Mr. Hoi's family is considered poor and has a particularly difficult situation in the hamlet. After storm No. 10, the embankment behind Mr. Hoi's house collapsed, the soil cracked deeply and there was a risk of further collapse if the rain continued. While the family was recovering, they received news that storm No. 11 was about to directly affect them.

Recognizing this as an extremely dangerous location, the People's Committee of Minh Khai commune immediately directed the mobilization of more than 70 people, including commune police, militia, union members and people from neighboring hamlets, to assist in the emergency evacuation of the house. From 1:00 p.m. to 5:00 p.m. the same day, the forces worked together to dismantle each wooden frame, transport it to a new prepared foundation, and then completely rebuild a 70m² house and a 40m² kitchen for Mr. Hoi's family.

Currently, the Commune People's Committee continues to mobilize means and human resources to overcome landslides, build temporary bridges, clear the flow and help people stabilize their lives. At the same time, the Commune has also proposed the Cao Bang Provincial People's Committee to support funding to overcome the consequences of natural disasters, repair bridges, roads, houses and requested the Department of Construction to send technical staff to inspect and guide long-term treatment measures.

After storm No. 10 caused heavy damage, people in Minh Khai commune are proactively preparing to respond to storm No. 11 with a steadfast mindset, determined to minimize possible damage.
