Urgent need to fix power grid infrastructure problems in Ha Tinh

(Baohatinh.vn) - The most urgent task at this time for the Ha Tinh electricity sector is to quickly fix the problem and restore the power supply to serve the people and the 20th Provincial Party Congress.

Rarely has a year been as severe as this year in terms of natural disasters. Just over a month ago, Ha Tinh was struggling to overcome the consequences of storm No. 5, but now storm No. 10 continues to sweep through. From 5:00 a.m. on September 28, many power lines, transformer stations and customers of PC Ha Tinh were affected by the storm. By 5:00 a.m. on September 29, all 110kV power lines and substations; 100% of medium voltage lines; 4,212 substations and 493,074/493,074 customers in 69 communes and wards had their power supply interrupted.

According to the Safety Department (PC Ha Tinh), initial statistics show that the whole province has 871 broken electric poles (12 high-voltage poles, 386 medium-voltage poles and 473 low-voltage poles); 180 tilted electric poles (126 medium-voltage; 54 low-voltage poles); 23 substations, 6 transformers with damage; 5,587 m of medium-voltage wire, 3,154 m of low-voltage wire broken, damaged... Quickly overcoming the incident to restore safe power supply is the top urgent task of the electricity industry, serving the people, agencies and units to overcome storm damage, soon stabilize life; especially, preparing for the 20th Provincial Party Congress, term 2025 - 2030, taking place from September 30 to October 2.

Mr. Pham Viet Thang - Deputy Director of PC Ha Tinh said: "Before the storm, we anticipated the risks of incidents on the power grid when the storm made landfall; established 3 working groups led by the Board of Directors to direct response in the areas. However, after storm No. 5, the province's power grid infrastructure was seriously damaged and is still in the process of being restored when it encountered strong storm Bualoi, making the recovery work difficult. This morning (September 29), the Board of Directors led the working groups to directly inspect the scene and directed the affiliated power management units to deploy construction teams to fix the incident."

This morning (September 29), PC Ha Tinh activated 13 working groups to direct affiliated units to overcome the consequences of the storm; established 2 shock teams (27 officers and employees) with vehicles to support the Ky Anh and Can Loc regional power management teams; established 28 shock teams with 219 people from 15 affiliated units present at key units to carry out the work of overcoming the consequences.

By 1:30 p.m., the company had energized 18/19 110kV lines; 13/13 110kV substations; restored 10 power lines (78 power lines remaining); 542 substations (3,474 substations remaining). Up to now, 59,698/493,074 customers have been re-energized, 5/69 communes and wards have been partially energized, Thanh Sen ward has been fully energized.

The shock troops of Lai Chau Power Company and Dien Bien Power Company are ready to work with Ha Tinh to fix power grid problems.

Also on the morning of September 29, 350 officers and technical workers from 5 power companies: Son La, Dien Bien, Lai Chau, Bac Ninh and Thai Nguyen deployed to Ha Tinh. It is expected that the units will approach the area and make efforts with the Ha Tinh power sector to restore the power grid as soon as possible.

Proactively and flexibly providing electricity to serve the 20th Provincial Party Congress

The Provincial Center for Culture - Cinema and Tourism Promotion (TTVH) is supplied with electricity from 2 250 kVA transformers, connected to the 475E18.1 line via the 475-9/02/01 Nr Television Station load switch; connected to the 472E18.1 line via the 472/27/01 Le Ninh and 475/16 Ho Dau substations. The main power supply is supported by the 110 kV Thach Linh Station (2 63 MVA transformers). According to the power supply plan to serve the 20th Provincial Party Congress, PC Ha Tinh uses both the grid and generators, ensuring safe, stable and reliable operation throughout the congress.

Currently, the company has arranged an 800 kVA generator to ensure power supply for the load at the Cultural Center and a 400 kVA generator located at the Thanh Sen Power Supply Management Team to provide backup power for the Provincial People's Committee and the Provincial Party Committee and a 0.4 kV source to the Cultural Center is mobilized as backup for the 800 kVA MF. At the same time, there is a plan to supply power to the main point and the reception area for delegates and guests...

Before storm No. 10 made landfall, the Thanh Sen Power Line Management Team - the unit directly assigned to be in charge of the congress venue - renovated and upgraded 2 transformer stations; handled defects on the grid; practiced response plans for incidents and storm No. 10... After the storm dissipated, the team quickly deployed operations, directed shock troops to fix the incident, in particular, re-checked the entire power supply system for the Cultural Center; implemented technical solutions to restore safe power supply.

Mr. Tran Anh Dung - Captain of Thanh Sen Power Supply Management Team shared: “We are making every effort to promptly fix the problem of the power line system and transformer stations supplying power to areas under our management, especially at the Provincial Cultural - Cinema and Tourism Promotion Center. For the Provincial Party Congress event, the team strictly followed the plan developed by the company, coordinated with the Control Department and departments to flexibly operate the power grid and generators; in the condition of unstable power grid, priority will be given to generators. The team also assigned a team to be on duty at the main point, prepared backup plans, mobilized maximum human resources and materials to flexibly operate power supply in any emergency situation that occurs”.

In addition to the main unit in charge, all departments and offices of PC Ha Tinh are on duty with 100% of their staff. The subordinate Power Supply Management Teams and Ha Tinh High Voltage Enterprise continue to race against time to quickly handle incidents; connect to the command center so that the specialized department can monitor, analyze data and advise the board of directors on optimal solutions, determined to quickly restore safe power supply to customers and serve the important event of the province well.
